Evaluation uses the 80/20 or 90/10 preference point system. Price carries 80 or 90 points (depending on tender value), and specific goals carry 20 or 10 points. Preference points for specific goals are awarded as follows: 100% Black owned (3 or 6 points), 51-99% Black owned (2 or 4 points), 100% women owned (3 or 6 points), 51-99% women owned (2 or 4 points), 5% youth ownership (1 or 2 points), 2% owned by persons with disabilities (1 point), EME (0 or 5 points), QSE (1 or 3 points), Large Enterprise (2 or 0 points). Supporting documentation is mandatory to claim points.

B-BBEE compliance is required to claim preference points. Submit proof of ownership (Black, women, youth, disability) and enterprise size (EME, QSE, Large) as per SBD 6.1. Failure to provide documentation will disqualify claims for specific goals. Fraudulent claims may result in: disqualification from the tender process, cost recovery, contract cancellation, business restrictions (up to 10 years) for the tenderer, its shareholders, or directors, or criminal prosecution.

• General disqualification: Bids from state employees, entities with state-employed directors, or close corporations with state-employed members will be rejected.
• Mandatory compliance: Tax obligations (SARS TCS PIN or CSD registration) must be verified. Failure to comply may invalidate the bid.
• Preference points: B-BBEE Status Level Verification Certificate or Sworn Affidavit (for EMEs/QSEs) is required to qualify for preference points.
• Foreign suppliers: Must disclose RSA residency, branch, permanent establishment, income source, or tax liability. If 'No' to all, TCS PIN/CSD registration is not required.

• Scope: Support and maintenance of Local Area Network (LAN) infrastructure.
• Contract duration: 36 months.

• Tax Compliance: Submit SARS TCS PIN or printed TCS certificate. If no TCS PIN but registered on CSD, provide CSD number. Each party in a consortium/joint venture must submit separate TCS/CSD documentation.
• B-BBEE: Submit a B-BBEE Status Level Verification Certificate or Sworn Affidavit (for EMEs & QSEs) to qualify for preference points.
• Central Supplier Database (CSD): Registration is mandatory unless exempt as a foreign supplier.

• State affiliation: No bids accepted from state employees, entities with state-employed directors, or close corporations with state-employed members.

Scope: Support and maintenance of LAN infrastructure for 36 months.

• Key deliverables, standards, and specific requirements will be detailed in the Special Conditions of Contract (SCC).
• The SCC overrides the General Conditions of Contract (GCC) where conflicts arise.
• Inspections, tests, and analyses may be conducted during and after contract execution to ensure compliance with specifications.

Performance security required:

• Must be furnished within 30 days of contract award.
• Form: bank guarantee, irrevocable letter of credit, or cashier’s cheque, as specified in SCC.
• Amount and currency specified in SCC.

Payment terms:

• Submit invoices with delivery notes.
• Payments made by purchaser within 30 days of invoice submission.
• Payments in South African Rand unless otherwise stipulated in SCC.

Pricing:

• Prices must align with bid quotes unless adjusted per SCC or bid validity extensions.

Tax compliance:

• Original tax clearance certificate issued by SARS required prior to award.
• No contract awarded if tax matters are not in order.

Other compliance:

• Local content and imported content definitions apply as per GCC.
• Suppliers must comply with the National Industrial Participation Programme (NIPP) if the contract is subject to NIP obligations.
• No contract with suppliers engaged in corrupt or fraudulent practices.

Submit the SBD4 (Bidder’s Disclosure Form) as a returnable document. Key requirements: Declare if the bidder, its directors, trustees, shareholders, members, partners, or any person with controlling interest is employed by the state. Declare any relationships with employees of the procuring institution. Declare any interests in related enterprises bidding for this contract. Failure to disclose or false declarations will result in automatic disqualification. Bids from entities listed in the Register for Tender Defaulters or the List of Restricted Suppliers will be disqualified.

Disqualification criteria: Bidders listed in the Register for Tender Defaulters or the List of Restricted Suppliers are automatically disqualified. Bidders, their directors, trustees, shareholders, or any person with a controlling interest must not be employed by the state or have undisclosed relationships with employees of the procuring institution. Bidders must not engage in collusive practices with competitors or officials of the procuring institution. Ethical standards: Bidders must adhere to principles of transparency, accountability, impartiality, and ethics. Non-compliance may lead to bid rejection, reporting to the Competition Commission, or restrictions from public sector business for up to 10 years.

Bidders must certify compliance with the following: No collusive bidding with competitors or officials. No prior consultation with competitors or officials regarding bid details, pricing, or market allocation. No involvement in drafting specifications or terms of reference for this bid. Full disclosure of any state employment, relationships with procuring institution employees, or interests in related enterprises. Non-compliance may result in bid rejection, reporting to the Competition Commission, or restrictions from public sector business for up to 10 years under the Prevention and Combating of Corrupt Activities Act.

Evaluation is open to all eligible bidders. Technical criteria: Must meet or provide deviations for the LAN infrastructure support and maintenance specifications. Financial criteria: Ability to provide firm pricing inclusive of all taxes and delivery costs.

Scope: Support and maintenance of LAN infrastructure for 36 months. Deliverables must specify: required items, location, brand and model, country of origin, compliance with specifications (or deviations), delivery period, and delivery basis. All delivery costs and applicable taxes must be included in the pricing.

Pricing must be firm and submitted in RSA currency only. Include all applicable taxes (VAT, PAYE, income tax, UIF, SDL) and delivery costs in the bid price. Offers must remain valid for 60 days from the closing date.

Submit pricing per SBD 3.1. Only firm prices are accepted. Separate pricing schedules are required if different delivery points influence pricing. All taxes and delivery costs must be included.
