Bidder must be registered on CSD, tax compliant (TCS Pin), not in service of the state, capable of supplying and installing specified vehicle equipment (Viking Bar 1.2m, HBC H151 PA Siren, Roman 6-way light, Flasher Unit, installation kits and services), have workshop within 150km of Piketberg, and submit complete bid documentation before closing date.

• Scope: Supply and installation/fitment of vehicle equipment for fire, traffic, and law enforcement vehicles.
• Contract period: From date of appointment until 30 June 2027.
• Key requirements:

• Quotation must be valid for at least 120 days from closing date.
• Prices must be fixed, firm, and inclusive of 15% VAT (if applicable).
• Workshop for fitment must be within a 150 km radius of Piketberg.

• Listed equipment items include: Viking Bar 1.2m light bar, HBC H151 PA siren hand control, Roman 6-way non-flashing light, flasher unit for LED lights, installation kits, and installation services for lightbars, sirens, and warning lights.
• You must provide unit prices (VAT inclusive) for each item in the pricing schedule.

• You must submit a pricing schedule with firm, fixed prices.
• Prices must be inclusive of VAT (or exclusive for non-VAT vendors).
• The municipality reserves the right to adjust quantities to stay within budget.
• Ensure all arithmetic calculations in the schedule are correct and totals are carried forward accurately.

• Only fixed prices are accepted; prices subject to exchange rate variations will not be considered.
• Total bid price must be inclusive of VAT (or exclusive for non-VAT vendors).
• The municipality reserves the right to adjust the scope/quantity up or down to stay within budget.
• Payment terms: The municipality undertakes to pay within 30 days after receipt of an invoice accompanied by a delivery note.
• Bidders must confirm they have no municipal rates, taxes, or charges in arrears for more than three months to any municipality.

• Mandatory registration on the National Treasury Central Supplier Database (CSD). Your CSD number (starting with MAAA) must be submitted.
• Tax Compliance: Submit your Tax Compliance Status (TCS) PIN or a printed TCS certificate. Failure to submit may invalidate your bid.
• B-BBEE: Submit a valid B-BBEE Status Level Verification Certificate (from a SANAS-accredited agency or a sworn affidavit for EMEs/QSEs) to qualify for preference points.
• Declaration of Interest (MBD 4) must be completed, declaring any relationships with persons in the service of the state.
• No bids will be accepted from persons in the service of the state (as defined in the MSCM regulations).
• Additional documents required: Company registration documents, VAT registration number, recent municipal account (not older than 90 days) for the company and all directors/shareholders.

• The contract will be based on the General Conditions of Contract (GCC) and any special conditions.
• Key contractual clauses cover: payment, prices, variation orders, subcontracting, delays, penalties, termination for default, force majeure, dispute settlement, and limitation of liability.
• The successful bidder must sign a written contract form (MBD7.1).
• The municipality will pay within 30 days after receipt of invoice and delivery note.

• The evaluation uses the 80/20 preference point system as per the Preferential Procurement Regulations 2022.
• Points are awarded for price (80 points), specific participation goals (10 points), and B-BBEE status level (10 points).
• Specific goals focus on locality, with points for Bergrivier jurisdiction, West Coast district, Western Cape province, and South Africa.
