Scope: Supply, delivery, and installation of concrete palisade fencing at Jane Furse RDP Sewage Ponds (once-off). Materials and specifications: Concrete palisade posts (2.4m long, pre-stressed, spaced at 2.0m centres), concrete pales (1.8m long, reinforced, spaced at ±165mm centres), concrete rails (1.98m long, pre-stressed, 3 per bay, grouted into posts), concrete for post foundations (460×460×600mm, min. 15 MPa), carriage bolts (8mm, 2 per pale), PVC washers (50mm OD large, 20mm OD small), and cement mortar grouting. Installation includes erection and completion of the entire fencing system.

Submit a completed pricing schedule (MBD-7) with the following items: Concrete palisade posts (2.4m, pre-stressed), concrete pales (1.8m, reinforced), concrete rails (1.98m, pre-stressed), concrete for post foundations (460×460×600mm, 15 MPa), carriage bolts (8mm), PVC washers (50mm and 20mm OD), cement mortar grouting, and erection/installation. All prices must be inclusive of VAT. Total amount must be clearly stated.

Pricing: Submit a completed pricing schedule (MBD-7) with unit prices and totals inclusive of VAT. Payment terms: Within 30 days after receipt of invoice. For bids under R10 million: Provide proof of municipal rates not overdue for >90 days (or lease agreement with landlord rates) or an affidavit if in a rural area with no rates. For bids over R10 million: Submit audited financial statements for the past 3 years (or since establishment), a certificate confirming no undisputed municipal service debts overdue >30 days, and details of past state contracts (including non-compliance or disputes). Bonds/guarantees: To be arranged within 2 weeks of contract award if required.

Mandatory compliance: CIDB grading 3SQ or higher. Tax compliance: Valid Tax Clearance Certificate (TCS) or SARS PIN. If no TCS, provide CSD number. CSD registration: Compliant CSD registration or summary report. Company documents: Original certified copy of ID documents for directors (not older than 3 months), copy of company registration documents or CK1 for close corporations. Additional: VAT registration number, Declaration of Interest (MBD4), Preference Points Claim Form (MBD 6.1), Certificate of Independent Bid Determination (MBD9), and Bidder Municipal Services Account Verification Consent Form. Foreign suppliers: Complete pre-award questionnaire (Part B:3). Joint ventures/consortia: Each party must submit separate TCS/PIN/CSD documents.

Contract duration: Once-off. Payment terms: Within 30 days of invoice receipt. Contract form: MBD7.2 (Rendering of Services) must be signed in duplicate. Bidders must confirm no collusive practices and accept full responsibility for bid accuracy. Contract comes into effect upon receipt of a fully signed copy unless the bidder objects in writing within 5 working days. Bonds, guarantees, and insurance proofs must be submitted within 2 weeks of contract award if required.

The 80/20 Preferential Procurement Regulations 2022 system applies. 80 points are allocated for price using the formula Ps = 80(1 - (Pt - Pmin)/Pmin), where Ps is the points scored, Pt is the tender price, and Pmin is the lowest acceptable tender price. 20 points are allocated for specific goals: HDI (20), Not having voting rights prior 1994 (12), Woman ownership >50% (2), Disability ownership >50% (2), HDI youth (2), Locality within Sekhukhune District Municipality (2). Bidders must provide documentary proof for claimed points.
