Mandatory: Minimum CIDB grading of 4GB; Valid ECSA registration for a Professional Civil/Structural Engineer or Professional Technologist. Scope of work: General building maintenance and office refurbishment services on an ad-hoc basis at SABC Auckland Park and Pretoria (Tshwane) offices for a period of three years.

Services include, but are not limited to:

• Office partitioning (supply & install).
• Carpet (berber point 920, Equinox or equivalent) supply & install.
• Carpentry, suspended ceilings, anti-static vinyl, painting, ceramic/vinyl/porcelain tiles.
• Glass & glazing, vertical/horizontal blinds, acoustic paneling for studios.
• Window frosting & labeling, wallpaper, laminated wooden flooring.
• Aluminum frame and glass/Masonite doors.
• Repainting parking lines, general plumbing, electrical maintenance.
• Stripping & disposal of existing ceilings, carpets, partitioning walls, rubble.
• Aluminum/wooden skirting, floor screed, solid wood/fire-rated doors.
• Splash back ceramic tiles, wall plastering.
• Maintenance of electric fence, palisade fence, booms, gates, doors.
• Bricklaying, paving, supply of building materials, paint, tools.
• Mobile toilets, support of building structures, façade maintenance.
• Waterproofing repairs, roof structure maintenance.
• General signage, name plates, bulkheads, vinyl planks, cladding.
• Door ironmongery, hollow core doors, kitchen built-in cupboards, granite tops.
• Roller shutter door repairs, water dispenser (ozone machine) repairs.
• Flag poles repairs, SABC branded mats and flags supplies.
• Lapa thatching, boundary fence and walls repairs.
• Supply of mobile cooling/heating units.
• Compliance certificates where required.

Method of work: A panel of vendors will be chosen based on capability. Work allocation will be on a rotation basis considering competitiveness and quotations.

Experience and qualification requirements:

• Company experience in building maintenance projects scored 0-15 points based on years.
• Reference letters from clients for recent projects scored 0-30 points.
• Human capital: Must submit CVs, certified qualifications, and proof of valid registration for:

• Civil/Structural Engineer (ECSA).

• Architect (SACAP).

• Carpenter, Builder/Bricklayer, Plumber, Painter, Fitter, HVAC/Refrigerator technician, Diesel mechanic – all with trade test certificates.

• Qualified fire service technician (SAQCC).

Total 60 points for human capital. Missing any requirement scores 0.

Quality assurance through required personnel:

• Submit CVs, certified qualifications, and proof of valid registration for:

• Civil/Structural Engineer registered with ECSA.

• Architect registered with SACAP.

• Carpenter, Builder/Bricklayer, Plumber, Painter, Fitter, HVAC/Refrigerator technician, Diesel mechanic – all with trade test certificates.

• Qualified fire service technician registered with SAQCC Category C.

Trade test certificates must align with CV experience.

Pricing rules:

• All prices must be quoted in South African Rand, with VAT as a separate item.
• Prices must be fixed for the first year and may be subject to an increase not exceeding the applicable CPI thereafter.
• Prices must be inclusive of all costs: local guarantee bonds, taxes, duties, customs, transportation, storage, installation, integration, testing, and all project duration costs.
• For supplies requiring installation/erection/assembly, prices must include all costs for delivery on site.
• Local suppliers quoting in foreign currency must convert to Rand and indicate the exchange rate.
• Submit a detailed Schedule of Quantities with itemised descriptions, quantities, and unit prices.

Payment terms: Standard payment terms are 60 days from the date of invoice. For payments in currency other than Rand, provide bank name, address, account number, and sort/swift code.

Mandatory compliance documents:

Note: IRBA auditors are not allowed to issue B-BBEE certificates. Misrepresentation or fronting is a criminal offence and will lead to rejection and possible legal action. No contract awarded if tax and TV licence matters are not in order.

Key contractual conditions:

• Bid validity: 180 days from bid closing.
• No alterations to proposals after closing date.
• SABC does not bind itself to accept the lowest or any bid.
• Formal contract/letter of award required for acceptance.
• SABC reserves right to monitor contract stages, including director control, subcontracting approval, and audits.
• Default by bidders may lead to acceptance of bid notwithstanding withdrawal or recovery of additional costs.
• SABC may call for amplification of proposals post-opening.
• Bidders bear all bidding costs.
• Unauthorised communication leads to disqualification.
• SABC policies prohibit procurement from employees, former employees (within 24 months), independent contractors, and board members (cooling-off periods apply).
• Zero tolerance to fraud, theft, corruption; whistleblower hotline: 0800 372 831.
• SABC may cancel bid, reject all bids, or not award any contract.

Failure to meet minimum threshold results in disqualification. A minimum of four highest scorers appointed to panel.
