• Scope: Appointment of ETD Practitioners as moderators for EISA/examination scripts across various occupational qualifications, as and when required by SASSETA.
• Deliverables:

• Moderate exam scripts using provided marking memos/model answers.
• Prepare and complete moderator reports using SASSETA-provided templates.
• Attend memo discussion meetings.
• Moderate scripts per SASSETA examination schedule.
• Submit signed overall reports for occupational qualifications.

• Mandatory requirements (Phase 1):

• Copy of ETDP SETA statement results for Assessor/Moderator (unit standards 115753, 115759) or ODETD certificate.
• Proof of SASSETA Assessor/Moderator registration for the qualification applied for.

• Mandatory requirements (Phase 2): Submit relevant certificates/documents for the chosen qualification(s) from the listed occupational qualifications (e.g., LLB degree for Family Law Practitioner, PSIRA Grade A for security-related qualifications). International qualifications must be SAQA-verified.
• Experience requirements: Vary by qualification (e.g., 5 years in legal field for Family Law Practitioner, 3 years in security environment for Security Officer). Detailed experience criteria are specified per qualification.

• Traffic Officer: Minimum 3 years’ experience in law enforcement.
• Road Crash Investigator: Minimum 5 years’ work experience in road traffic safety.
• Correctional Officer: Minimum 3 years’ experience in industry for developers/markers/assessors.

• Quality framework: SASSETA is mandated by QCTO to ensure qualifications comply with assessment requirements.

• Moderating <100 scripts: R200.00 per script.
• Moderating <20 scripts: R180.00 per script.
• Moderating ≤10 scripts: R180.00 per script.
• Total consolidated cost: R740.00.

• Cost for moderating less than 100 scripts: R200.00 per script.
• Cost for moderating less than 20 scripts: R180.00 per script.
• Cost for moderating 10 or fewer scripts: R180.00 per script.
• Total consolidated cost for Year 1: R740.00.

• Bidders must tick a box in SBD 3.3 to accept or not accept these proposed rates.
• Annual escalation: Rates will escalate by CPIX on 1 April each subsequent year.
• Travel and disbursements (if required):

• Claim travel mileage at Department of Transport rates.
• Book economy-class flights and Group A/B hire cars.
• Use cost-effective transport (e.g., Uber, Gautrain).
• Accommodation limited to R1,400 per night per person (bed and breakfast, 3-star hotels, including dinner, breakfast, parking).
• Submit invoices/receipts and Google Maps for private car travel.
• All travel requires prior SASSETA approval.

• CSD registration: Mandatory by closing date and time. Provide CSD registration report.
• Tax compliance: Submit SARS Tax Compliance Status PIN or certificate. Foreign suppliers may be exempt if they meet specific conditions.
• B-BBEE: Submit a valid B-BBEE certificate or sworn affidavit to qualify for preference points.
• Company registration: Provide valid CIPC registration documents.
• Director identification: Submit certified copies of identity documents for company directors.
• Other: Bidders must not be persons in the service of the state or have directors who are. Declare any conflicts of interest in SBD 4.

• Intellectual property: All project products and data are confidential and owned by SASSETA. A confidentiality agreement must be signed.
