Courier services for the limpopo legislature (10-Month contract)

Mandatory documents include: a valid Tax Compliance Status (TCS) Pin from SARS, proof of CSD registration, CIPC company registration documents, a valid Letter of Good Standing from the Compensation Fund, proof of public liability and goods-in-transit insurance, a company profile, proof of vehicle ownership/lease/access, a detailed fleet schedule, proof of a functional parcel tracking system, at least three contactable client reference letters (on official letterhead, detailing nature and duration of services), a detailed pricing schedule, a signed confidentiality declaration, proof of an operational customer support facility, a valid B-BBEE Certificate or Sworn Affidavit, and all duly completed and signed bid documents. The successful bidder must enter into a Service Level Agreement (SLA) with the Limpopo Legislature prior to service commencement.

The service provider must render reliable, secure, and efficient courier services for a 10-month period. Key requirements: Service hours must cover normal working hours (Monday to Friday) and be capable of after-hours, weekend, and public holiday services upon request. Delivery times: local within 24 hours, provincial within 48 hours, national within 72 hours, and urgent deliveries as per agreed turnaround times. Proof of delivery: signed proof for every consignment, with electronic proof available on request. Tracking: all consignments must have unique tracking numbers, with online tracking accessible to the Legislature. Confidentiality and security: strict confidentiality must be maintained for all documents and information, with adequate security measures in place. Insurance: goods-in-transit insurance is mandatory, with liability for loss, theft, or damage due to negligence. Performance standards: minimum 95% on-time delivery rate, 0% loss/damage rate, and customer complaints responded to within 4 working hours. Penalties for non-performance may include warnings, corrective action plans, payment withholding, or contract termination.

Submit a detailed pricing schedule covering all service categories. Maintain adequate goods-in-transit insurance and public liability insurance. The service provider is liable for any loss, theft, damage, or destruction of consignments due to negligence.

The successful bidder must maintain the validity of all licences, permits, registrations, insurance policies, and statutory compliance requirements throughout the contract. The Limpopo Legislature reserves the right to verify any submitted information, including references, operational capacity, and compliance documentation. False declarations or misrepresentations may result in disqualification, contract termination, and possible legal action. The successful bidder must enter into an SLA with the Limpopo Legislature prior to service commencement.

Monthly performance reports must be submitted to the Legislature, including: number of collections and deliveries completed, delivery turnaround times achieved, details of delayed deliveries, incidents reported, claims lodged and resolved, and service performance against agreed service levels.
