• Two-phase evaluation:

Phase 1 (Mandatory): Submit two reference letters and a valid Check Point partner certificate (Level 4+). Failure disqualifies.

Phase 2 (Price & Specific Goals): 80/20 preference points system (PPPFA).

• Price (80 points): Detailed budget breakdown required.
• Specific Goals (20 points):

• Historically Disadvantaged Individuals (5 pts): Based on % Black ownership.
• Size of Company (3 pts): EME=3, QSE=2, Generic=1.
• Black Woman-Owned Enterprise (5 pts): Based on % Black women ownership.
• Ownership by People with Disabilities (3 pts): Based on % disability ownership.
• Ownership by Youth under 35 (4 pts): Based on % youth ownership.

• To claim specific goal points, complete and sign SBD6.1 and submit supporting documents (certified IDs, B-BBEE cert, medical letter, CIPC docs).

• Renewal of Check Point CloudGuard Security for Microsoft Azure and Harmony Endpoint licences for 18 months, including maintenance and support.
• CloudGuard Security for Microsoft Azure:

• Supply/renewal of CloudGuard Network Virtual Core for Azure licences.
• Next Generation Threat Prevention subscription (18 months).
• Log forwarding to logging/monitoring solutions.
• Threat prevention, identity & access management, logging & monitoring, firewall policy & rule management.

• Check Point Harmony Endpoint (250 licences):

• Advanced web protection (malicious site/URL filtering).
• Advanced threat protection, forensic access protection, sandbox evaluation.
• Check Point Direct Enterprise Support.
• Remote access VPN, anti-ransomware protection.

• Successful bidder must provide maintenance and support for both products for the full contract period.

• Provide a detailed budget breakdown (price component).
• Payment: within 30 days after receipt of original tax invoice, based on completed milestones/deliverables.

• No goods/services delivered without an official PO from CMS.
• No bonds, guarantees, or financial capacity thresholds stated.

• Register on Central Supplier Database (CSD) and include CSD number on SBD1.
• Submit SARS PIN or Tax Compliance Status (TCS) certificate (or CSD number if no TCS).
• Submit valid B-BBEE certificate or sworn affidavit (for EMEs/QSEs) to qualify for preference points.
• Complete and sign SBD1, SBD4, and SBD6.1.
• Submit proof of authority (company resolution) for signatory.
• For specific goals: certified ID copies, B-BBEE cert/sworn affidavit, medical letter (disability), CIPC documents as applicable.
• Declare any state employment or relationships (Annexure A).
• Must be tax compliant; non-compliant bidders given 7 working days to prove compliance.
• Bidders listed on National Treasury’s restricted list or with past fraud/corruption convictions will be disqualified.
