Required returnable documents: Annexure A (Invitation to Bid), Annexure B (General Conditions of Contract), Annexure C (Bidder’s Disclosure), Annexure F (Preference Points Claim Form), Annexure G (Pricing Schedule and Financial Proposal – non-submission or incomplete submission disqualifies the bid), Annexure H (Specifications/Terms of Reference with bidder’s technical/functional response), Annexure i (POPIA Supplier Consent Form), and any other issued documentation. Bids must use official forms without re-typing. All pages must be initialed. SAWS reserves the right to reject non-compliant bids, request additional information, conduct site inspections, or cancel the bid. Joint ventures/consortia must submit a signed teaming agreement. Subcontracting requires proof of agreement. Costs for bid preparation, site visits, or presentations are not reimbursable. SAWS may request audited financial statements or conduct background checks. Attempts to influence the award decision may result in disqualification.

Evaluation will consider compliance with tax obligations (SARS TCS PIN or CSD number required), B-BBEE status verification (certificate or sworn affidavit for EMEs/QSEs), and operational capacity (premises, infrastructure, and accreditation). Foreign suppliers must complete the tax questionnaire in Annexure A. Bids from state employees, companies with state-employed directors, or close corporations with state-employed members will be disqualified. Preference points will be awarded as per the Preferential Procurement Regulations, 2022 (Annexure F). SAWS may conduct site inspections or reference checks to verify bidder claims.

Supply network cameras and provide training to 15 individuals on their installation. Bidders must respond to Annexure H (Specifications/Terms of Reference) with their technical/functional proposal. SAWS reserves the right to reject bids not meeting specifications. Site inspections may be conducted to verify bidder infrastructure and capacity.

Pricing must be submitted via Annexure G (Pricing Schedule and Financial Proposal). Non-submission or incomplete submission of Annexure G will disqualify the bid. Payment terms: Invoices will be settled within 30 days of receipt, unless otherwise agreed. Performance security may be required within 30 days of contract award (as per GCC Clause 7.1). SAWS may request audited financial statements to assess bidder stability.

Tax Compliance: Submit SARS Tax Compliance Status (TCS) PIN or certificate. If no TCS PIN is available but the bidder is registered on the Central Supplier Database (CSD), provide the CSD number. Consortia/joint ventures/subcontractors must each submit separate TCS certificates/PINs/CSD numbers. Foreign suppliers must complete the questionnaire in Annexure A if they have no South African tax obligations or business history. B-BBEE: Submit a B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs & QSEs) to qualify for preference points. No bids will be considered from state employees, companies with state-employed directors, or close corporations with state-employed members. POPIA compliance: Submit Annexure i (POPIA Supplier Consent Form).
