Submit quotations exclusively via the e-Tender Portal: https://www.etenders.gov.za/. Quotations must be on company letterhead and in PDF format (Word, Excel, or images are not accepted). All quotations must include: total amount excl. VAT, VAT amount, and total amount incl. VAT. Failure to include all applicable taxes (VAT, PAYE, income tax, UIF, skills development levies) will result in disqualification. Late submissions will not be accepted. Quotations without required brand names will be rejected. Ensure all Mandatory Bid Documents (MBDs) are fully completed and signed. Submit a copy of a valid B-BBEE certificate or a compliant sworn affidavit. Provide a valid lease agreement or municipal account statement (not older than 3 months and not in arrears for more than 90 days). Joint Venture Agreements, if applicable, must be properly signed by all parties.

Scope: Supply, delivery, and offloading of structural steel materials to Johannesburg Water’s Electromechanical Section’s welding workshop at Fennel Road Depot (corner of Rosettenville Road and Fennel Road). Materials required include: mild steel plates (4.5mm, 6mm, 8mm, checkered 6mm), mild steel rectangular/square tubes (various dimensions), mild steel angle iron (various dimensions), mild steel square/round bars (8mm–25mm), and flat bars (3mm–6mm). Quantities range from 5 to 100 units per item. A datasheet must be submitted for all materials. Delivery costs must be included in the bid price.

Bidders must demonstrate qualifications, abilities, or experience in supplying structural steel materials. Competitors are defined as individuals/organizations in the same line of business who may submit bids based on their qualifications.

Use MBD 3.1 Pricing Schedule form. Only firm prices accepted; non-firm prices (e.g., subject to exchange rate fluctuations) will be disqualified. Pricing must include all applicable taxes (VAT, PAYE, income tax, UIF, skills development levies). Separate pricing schedules required for different delivery points. Delivery basis and period must be specified. All delivery costs must be included in the bid price.

Only firm prices will be accepted; non-firm prices (e.g., subject to exchange rate variations) will be disqualified. Pricing must be submitted on the MBD 3.1 Pricing Schedule form. Total quotation value must be inclusive of all applicable taxes (VAT, PAYE, income tax, UIF, skills development levies). Separate pricing schedules are required if different delivery points influence pricing. All delivery costs must be included in the bid price. Municipal rates and taxes must not be in arrears for more than 90 days (regulation 38).

Mandatory documents: Valid Tax Clearance Certificate or SARS PIN, valid B-BBEE certificate or compliant sworn affidavit (non-compliant affidavits score zero), proof of CSD registration/MAAA supplier number, signed Declaration of Interest (MBD 4), Declaration of Bidder’s Past Supply Chain Management Practices (MBD 8), Certificate of Independent Proposal Determination (MBD 9), company registration documents with ID copies of directors/shareholders, and Preference Points Claim Form (MBD 6.1). Bidders must not be in the service of the state, blacklisted by National Treasury, or have defaulted on prior government contracts. All quotes must be on company letterhead and in PDF format.

Contract is subject to the Preferential Procurement Policy Framework Act (PPPFA) 2000 and PPPFA Regulations 2022, General Conditions of Contract (GCC), and any special conditions. All delivery costs must be included in the bid price. Offer validity period: 60 days from closing date. Bid must comply with specifications; deviations must be explicitly stated. Contractor may be required to furnish documentary proof of claims post-award. Fraudulent claims or non-compliance may result in disqualification, cost recovery, contract cancellation, or blacklisting for up to 10 years.

80/20 point scoring system applies. 80 points for price (lowest acceptable tender as baseline), 20 points for specific goals (e.g., B-BBEE compliance). Specific goals require valid documentation (e.g., B-BBEE certificate or compliant affidavit). Points for specific goals will be forfeited if proof is not submitted. Organ of state may request additional substantiation at any time.
