Any person (natural or juristic) may make an offer. The bidder must complete a declaration of interest (SBD 4) form to disclose any relationships with state employees or conflicts of interest.

Returnable Documents: The bidder must complete and submit the SBD 4 (Declaration of Interest) form. The bid will be disqualified if the declaration is found not to be true and complete. Bidders listed in the Register for Tender Defaulters or List of Restricted Suppliers are automatically disqualified.

Bidders must NOT be listed on the Register for Tender Defaulters or the List of Restricted Suppliers. They must have no undisclosed conflicts of interest, such as being employed by the state or having relationships with officials at Statistics South Africa. The bid must be prepared independently without collusion.

• The quotation must be submitted by the closing date and time. Late submissions will not be accepted.
• Your quotation must be on company letterhead, include a quotation reference number, indicate validity period, delivery period, your CSD Master registration number (MAAA), and your tax compliance status PIN.
• You must include the completed and signed Declaration of Interest (SBD 4) form. Failure to include this form may result in disqualification.
• If you cannot quote, you must provide written reasons for non-response via the same email address.

Supplier must be registered on the Central Supplier Database (CSD). Must provide proof for preferential points claims: certified ID and company documents for race/women/youth ownership; HPCSA medical certificate for disability. Late submissions are not accepted. Failure to submit SBD 4 may result in disqualification.

• Quoted prices must be firm and valid for the duration of the order.
• Prices dependent on exchange rates must factor in price escalations.
• Stats SA will not provide upfront payment. Payment will be made within 30 days of receiving a valid invoice, after receipt of goods/services.

• You must provide an e-filing copy of a valid Tax Clearance Certificate.
• You must provide a certified copy of your ID document.
• You must provide an original or certified copy of your company registration document (CIPC).
• You may claim Specific Goals points for B-BBEE equity ownership (Race, Women, Disabled, Youth) by providing the required proof.

This is a Preference Points Claim Form in terms of the Preferential Procurement Regulations 2022.

• It must form part of all tenders invited.
• It contains general information and serves as a claim form for preference points for specific goals.
• Tenderers must study the General Conditions, Definitions and Directives applicable to the tender and the Preferential Procurement Regulations, 2022 before completing the form.

Open to all bidders; must submit proof for specific goal points claimed; must be registered on Central Supplier Database (CSD); must provide comparative price including all taxes; must complete declaration of company/firm type.

Bidders must provide proof to claim preference points for Specific Goals.

• For Black, Women, and Youth ownership claims: Submit a certified copy of ID, certified company registration document, CSD full detail report, and a certified B-BBEE certificate or Sworn Affidavit to substantiate ownership equity.
• For Disabled ownership claims: Submit a medical certificate from an HPCSA-registered practitioner confirming the disability.
• The organ of state may require documentary proof to support claims before adjudication or at any time subsequently.
• Fraudulent claims may lead to disqualification, contract cancellation, recovery of costs, restriction from state business for up to 10 years, and criminal prosecution.
