This is the SBD 6.1 Preference Points Claim Form, a standard document under the Preferential Procurement Regulations 2022. It is used to claim points for specific goals such as:

Bidders must substantiate all claims with certified documentation. The organ of state may require further proof at any stage. Fraudulent claims may result in disqualification, cost recovery, contract cancellation, or legal action.

The tender scope is for 'Request for Advert Space (Recruitment)'. This document (SBD 6.1) is a preference points claim form and does not contain technical specifications for the advert space itself.

To claim preference points for Specific Goals, submit the following certified documentation:

• For Black, Women, or Youth ownership: Certified copy of ID, certified company registration document, CSD full detail report, and a certified BBBEE certificate or Sworn Affidavit to prove ownership equity.
• For Disabled ownership: Medical certificate from a practitioner registered with the Health Professional Council of South Africa (HPCSA) confirming the disability.

Complete the declaration section of the SBD 6.1 form, certifying the accuracy of all information provided. Failure to provide proof will result in no points being awarded for the claimed goals.

• Request for Quotation (RFQ) for recruitment advert space in the Sunday Times newspaper.
• Advert specifications: size 210 x 148 mm, placed as and when required.
• Quantity: 3 placements.

• Quoted prices must remain valid (firm) until 31 March 2027.

• Late quotations (after 14 July 2026 at 16:00) will not be accepted.

• Evaluation uses an 80/20 scoring system: 80 points for price, 20 points for Specific Goals and Preferential Points.
• Preferential points breakdown for equity ownership:

• Race (Black): 10 points (proof: certified ID + company registration/CSD report).
• Women: 5 points (proof: certified ID + company registration/CSD report).
• Disability: 2 points (proof: HPCSA-registered medical certificate).
• Youth (under 35): 3 points (proof: certified ID + company registration/CSD report).

• Appointment is not necessarily based on the lowest quote. Stats SA reserves the right not to award the contract or procure any/all items.
• Stats SA may request additional information post-submission; failure to respond within the given timeframe may render the quote non-responsive.

• Scope: Supply of recruitment advert space in the Sunday Times newspaper.
• Advert size: 210 x 148 mm.
• Quantity: 3 placements (each).
• Placement: Adverts to be placed as and when required by Stats SA.

• Provide a detailed quotation specifying services and costs. Market-related prices will be negotiated with the preferred service provider.
• All quoted prices must be firm for the duration of the order. If prices depend on exchange rates, factor in escalations.
• No upfront payment. Payment will be made upon receipt of goods/services and within 30 days of receiving a valid invoice.

• Must be registered on the Central Supplier Database (CSD).
• Required documents to submit:

• Quotation on company letterhead with VAT number (if applicable), reference number, validity, delivery period, CSD MAAA number, and tax compliance PIN.
• Completed and signed Declaration of Interest (SBD 4) form.
• Valid Tax Clearance Certificate (e-filing copy).
• Certified copy of ID document.
• Original or certified copy of company registration (CIPC).

• To claim preferential points, provide proof for each category (Black, Women, Disabled, Youth) as specified in the evaluation criteria.
