Contractors must have a CIDB grading of Grade 2SO PE/3SO or higher in the Specialist Works (SO) class. Must be registered with the Institute of Plumbing South Africa (IOPSA). Must be registered on the National Treasury Central Supplier Database (CSD) with tax matters in order. Joint ventures are permitted if all members are in the SO class and the lead partner meets the grading requirement. The bidder must not be listed on the Register of Tender Defaulters and must be in good standing with the Compensation Fund.

Scope: Maintenance of plumbing and drainage services in Nelson Mandela Metro and Sarah Baartman Districts for a period of two (2) years. Contractors must have a CIDB Grading of Grade 2SO PE/3SO or higher in the Specialist Works (SO) class. Suitable experience and qualified personnel in providing similar services are required. Work must comply with SANS 10845-3 Standard Conditions of Tender and the Department of Public Works and Infrastructure SCM Policy. All trades listed in the Bills of Quantities or Pricing Schedule must be priced. Where brand names are specified, equivalent or better items are acceptable. Occupational Health and Safety (OHS) specifications and baseline risk assessments apply. Contractors must demonstrate necessary competencies and resources to carry out the work safely per Construction Regulations, 2014.

Pricing must be in South African Rands (ZAR). Include all duties, taxes (except VAT), and levies applicable 14 days before the closing date. VAT must be shown separately at 15% if applicable. Rates and prices must be fixed for the contract duration. Submit a complete Priced Bills of Quantities and Final Summary. The amount on the Form of Offer and Acceptance takes precedence over any other totals. If the bidder is not a VAT vendor but includes VAT, they must register within 21 days of award. Performance Bond/Guarantee/Surety/Security will be required from the preferred tenderer as per DPWI policy. Payment terms and compensation are as per the signed contract or SLA. No compensation for costs incurred in attending interviews or submissions.

Mandatory: Registration on the National Treasury Central Supplier Database (CSD) with valid tax compliance status (verified via CSD or SARS TCS PIN). CIDB Grading Certificate (Grade 2SO PE/3SO or higher) in Specialist Works (SO) class, active during the award stage. IOPSA (Institute of Plumbing South Africa) registration with proof. Compulsory Enterprise Questionnaire (separate for JV partners). SBD 1, SBD 4 (Declaration of Interest), and SBD 6.1 (Specific Goals) forms fully completed and signed. Form of Offer and Acceptance completed and signed. POPIA Consent form. Compensation Fund or licensed insurer letter of good standing. Resolution to Sign or proof of authorization for signatories. Tax matters must be in order; non-compliant bidders get 7 working days to rectify. Bidders must not be listed on the Register of Tender Defaulters. No conflicts of interest. Bidders must maximize sourcing of materials from Eastern Cape-based suppliers. Joint ventures require a signed JV agreement and Certificate of Authority.
