Bids must be submitted in sealed envelopes clearly marked with the tender description and reference number (MAPW RFQ 007/2026/27), deposited in Bid Box No. "B" at Maluti-a-Phofung Water, No. 2 Old Industrial Area, Mandela Park, Phuthaditjhaba. No electronic, telegraphic, telefaxed or late bids will be accepted. Quotations must be on the company's letterhead. Only one submission per bidder will be considered. Bidders must complete and sign all official forms (MBD forms) — bids must not be re-typed. Required returnable documents include: company registration certificate reflecting active members (except sole traders/partnerships), CSD summary report, SARS PIN, municipal rates and taxes clearance certificate (or proof of no arrears exceeding three months), company profile, and all supplementary forms in the bid pack. Prices must be valid for at least 30 days and must be firm, indicating whether VAT is included. Delivery period must be stated and is binding.

Specific goals points: at least 50% HDI ownership — 5 points; at least 50% youth ownership — 5 points; at least 50% woman ownership — 4 points; locality — Maluti-a-Phofung 6 points, Thabo Mofutsanyana 4 points, Free State 2 points, outside Free State 0 points. Total specific goals must not exceed 20 points. Bidders must not be persons in the service of the state. Bids will be adjudicated under the Municipal Supply Chain Management Policy and the Preferential Procurement Policy Framework Act. The municipality is not bound to accept the lowest bid and reserves the right not to award.

Quantities and meter types: Wilge WTP — 1 Pulsar open channel flow meter; Sterkfontein WTP — 1 Siemens mag flow (escol line) and 1 Siemens mag flow (raw inlet); Makwane WTP — 1 Endress Hauser (raw inlet) and 1 Endress Hauser (recycling pump).
