Information and Communication Technology plays an important role in local government by
improving responsiveness, increasing efficiency, transparency and enhancing service delivery to the
communities. The use of ICT in local government includes the use of latest technologies in
administration to simplify the operations in various systems used for day-to-day for service delivery
purposes.
The Kumkani Mhlontlo Local Municipality is inviting all suitable qualified and experienced service
provider to submit proposals for ICT Server infrastructure support and maintenance, extension of
Original Equipment Manufacturer (EOM) warranty and software licenses including offsite Disaster
Recovery for a period of 36 Months (3) Years. The Municipality has a solution in place being
managed by a service provider. However, the contract is coming to an end and the municipality is
sourcing the services of other service provider to continue with the service.
2. SCOPE TO WORK
• The service provider is required to Support, hosting and maintenance of off-site Disaster
Recovery (DR) to the Kumkani Mhlontlo local Municipality.
• The service provider will be required to provide disaster recovery solutions compatible with
Microsoft windows and VMware platform.
• The service provider will be responsible for replication schedule between production and
DR sites.
• The service provider must ensure data is encrypted between the different platforms when
at rest, in motion or in use.
• The service provider will be responsible for managing the link between the municipal
premises to the DR site.
• The service provider will be responsible to test and ensure data is recoverable.
• The service provider must also ensure a backup of municipal data is kept in a remote site
located in South Africa.
• The service provider must perform four (4) DR tests per annum for critical systems and
applications.
• The provisioning of DR services must cater for all municipal legacy systems as well as
latest platforms, software versions, databases and system upgrades.
• Provide pricing schedule according to Recovery Point Objective (RPO) and Recovery Time
Objective (RTO) with proposed Service level agreement (SLA)
• Municipal RTO for critical systems is 8 hours and 24 hours for RPO.
HPE additional/extensions of warranties and technical support products for a period of thirty-six (36)
months for the below listed existing servers namely:
• HPE Remote Tech Support
• HPE Hardware Tech Support
• HPE HW Maintenance Onsite Support (Parts replacement)
