Design and supply of a compressed air purification system for plasma gasification facilities

Submit the following returnable documents as part of your quotation: Engineering documentation (operating, installation, and maintenance manuals/procedures), flow diagrams, P&IDs, electrical drawings, component datasheets, spares list, calibration certificates for instrumentation, and pressure vessel certificates for desiccant vessels. FAT and SAT protocols and results reports are also required. All documents must clearly indicate their status (e.g., for information, approved, specification, datasheet, calibration certificate).

Design and supply a compressed air purification system (Y1702) to convert crude compressed air into instrument‑grade air for Necsa’s plasma gasification demonstration facilities in Building V‑H2, Pelindaba. Minimum system components: single pre‑filter, twin desiccant vessels, single after‑filter, interconnecting piping and valves, control and instrumentation, first fill of desiccant, noise attenuation equipment, and a baseplate or support structure. Operating limits: inlet temperature –3 °C to 40 °C (normal 19 °C), inlet pressure 100–750 kPa(g) (normal 500 kPa(g)), flow rate 0–12 Nm³/min (normal 8 Nm³/min; actual normal 1.33 m³/min at 19 °C, 500 kPa(g)), relative humidity 50–62 % RH, maximum moisture content 67 g/m³. Purity classes (ISO 8573‑1:2010): particles ≥ Class 3, humidity ≥ Class 4, total oil ≥ Class 1. Dryer: heatless regenerative desiccant dryer, twin vessels, local PLC controller with HMI, IP65 housing, pneumatic silencers on exhaust, fail‑closed inlet switching valves. Filters: pre‑filter and after‑filter ≤ 1.0 µm absolute, pre‑filter with automatic condensate drain. Maximum pressure drop across system 30 kPa. Installation: outdoor under canopy on northern side of Building V‑H2, anchor‑bolt mounting preferred, maximum envelope 3000 mm × 1000 mm × 2500 mm. Desiccant vessels: designed to ASME Section VIII Div 1 or EN 13445, ASME‑code stamped, with fill/drain ports; supplier to provide sizing, desiccant life, cycling frequency and cycle times. Control system: PLC‑type controller, display of vessel drying/regeneration status and valve status. Documentation: detailed operating, installation and maintenance procedures, electrical drawings, P&IDs, component datasheets, spares list (part numbers, manufacturers, quantities, unit prices, delivery times), calibration certificates, pressure vessel certificates. Testing: Factory Acceptance Test (FAT) and Site Acceptance Test (SAT) required; protocols to be submitted in advance, results treated as witness/hold points. Packaging: self‑contained on a common structural steel skid or baseplate with lifting lugs where applicable.

Supplier must be ISO 9001:2015 accredited or demonstrate compliance with ISO 9001:2015 Quality Management Systems. Desiccant vessels must be certified to ASME Section VIII Div 1 or EN 13445 and be ASME code‑stamped.

Closing date is 22 May 2026 at 12:00. No compulsory site briefing is required, but one can be arranged if further information is needed.

The evaluation follows a two-phase process: Phase 1 (Functionality) and Phase 2 (80/20 Preference Points). Phase 1 requires a minimum threshold of 80/100 points. Criteria include: 1) Company Experience (40 points based on number of completed projects), 2) Reference Letters (40 points based on number of traceable letters for similar systems), and 3) After-sales service/spares (20 points). Phase 2 awards 80 points for price and 20 points for B-BBEE status level.

Design and supply one fully functional compressed air purification system (identified as Y1702 in the provided P&ID). Work must adhere to purchase specification ENS-NWPVR-SPE-24002. Scope is limited to the vendor package; other P&ID equipment, pipelines, valves, and instrumentation are excluded.

Prices must be fixed, firm, and inclusive of all taxes, freight, insurance, and duties. Pre-payment is not permitted. Payment terms follow Necsa’s General Conditions of Purchase.

Required documents: Tax Clearance Certificate (SARS pin), Declaration of Interest (SBD 4), B-BBEE Certificate or EME Affidavit, and Letter of Good Standing (COID) if applicable. Failure to submit B-BBEE proof will result in zero preference points for specific goals.
