• Submit tender in a sealed envelope, clearly marked with the project name ('Construction of Woodlands Multi-Purpose Community Centre') and bid number (08/2026).
• Deposit the envelope in the tender box at Municipal Offices, 05 Keet Street, Kareedouw, 6400, by 12h00 on Friday, 3 July 2026.
• Use only the official tender documentation provided by Koukamma Municipality. Telegraphic, telexed, faxed, or emailed submissions are not accepted.
• Tenders not properly sealed, marked, or deposited in the tender box by the deadline will be disqualified.
• Disqualification risks: Contracts terminated by the Municipality for poor performance or contract contravention in the past 5 years; bids from persons in the service of the state.
• The Municipality reserves the right to accept a tender in full, partially, or not at all, and is not obliged to accept the lowest tender. Scope may be scaled down to fit the 2025/26 budget.

• Required attachments: Tax Clearance Certificate, Statement of Signatory, Workmen’s Compensation Registration Certificate, Municipal Billing Clearance Certificate (or Lease Agreement), latest CSD Report, JV agreement (if applicable), Company Registration Certificate.
• Joint Ventures: All partners must submit compliance documents.

• Bids must meet all specific minimum requirements to be considered responsive.
• Evaluation system: 80/20 preference points — 80 points for price, 20 points for Municipal Specific Goals (as outlined in the tender document and SCM policy).
• To secure points for Specific Goals: Attach a recently downloaded full CSD report and directors’ ID copies.
• Additional criteria: Guidelines for locally produced or manufactured goods with stipulated minimum thresholds will apply where relevant.

• CIDB grading requirement: 6GB or higher.
• Experience: Must have completed 1–4 projects in construction of buildings with a combined value of R18 million or above.
• Key personnel requirements:

• Project Manager/Construction Manager: NQF Level 6+ in Built Environment, 10+ years’ experience, professional registration.
• Site Agent: NQF Level 6+ in Built Environment, 5+ years’ experience, professional registration.
• Health and Safety Officer: Post-matric qualification, 5+ years’ experience, registered with Pr CHSO.
• Site Foreman: Matric, 10+ years’ relevant experience.

• Plant & Equipment: Must have access to (owned or leased) TLB, Excavator, Roller, 6–10 Ton Truck, Water Tank, LDV Bakkie.
• NHBRC registration: Valid certificate must be attached.

• Experience: 1–4 completed projects in construction of buildings, combined value ≥ R18 million.
• Key personnel:

• Project Manager/Construction Manager: NQF Level 6+ in Built Environment, 10+ years’ experience, professional registration.
• Site Agent: NQF Level 6+ in Built Environment, 5+ years’ experience, professional registration.
• Health and Safety Officer: Post-matric qualification, 5+ years’ experience, Pr CHSO registration.
• Site Foreman: Matric, 10+ years’ relevant experience.

• Mandatory documents: Tax Clearance Certificate, Statement of Signatory, valid Workmen’s Compensation Registration Certificate, Municipal Billing Clearance Certificate (or Valid Lease Agreement), latest CSD Report, Company Registration Certificate.
• Joint Ventures: All partners must submit their compliance documents (JV agreement, partner compliance docs).
• CIDB: Must hold 6GB or higher grading; bids outside this will be disqualified.
• B-BBEE: Local content guidelines for goods apply where stipulated.
• Tender document must be completed in full and signed where required.
• Tender validity: 90 days from closing date.

• Health and Safety Officer required: Post-matric qualification, minimum 5 years’ experience, registered with Pr CHSO.

Tender must remain valid for 90 days from the closing date for submission.

• Disqualification: Contracts terminated by the Municipality for poor performance or contract contravention in the past 5 years; bids from state employees.
• Municipality rights: May accept tender in full/partially/not at all; not obliged to accept the lowest bid; may scale down scope to fit the 2025/26 budget.
