Evaluation is in two stages. Stage One (eligibility, scored): Valid CIDB registration minimum Grade 3 GB or higher; Valid Letter of Good Standing (COIDA). Stage Two (mandatory, disqualifying if not submitted): CIDB registration in the required grading (3 GB or higher); COIDA letter; Compulsory Enterprise Questionnaire; Record of Addenda. Only tenders achieving the minimum qualifying score for functionality are evaluated further under the 80/20 preference points system (Preferential Procurement Regulations 6 and 7). Price is allocated 80 points; B-BBEE Status Level of Contribution (Level 1 and 2) is allocated 20 points. Bidders with B-BBEE Level 3-8 or non-compliant receive 0 points for B-BBEE. Transnet may conduct due diligence on the preferred tenderer, including financial and technical capacity checks.

The contract is an NEC3 Term Service Contract. Site information is provided in Part C4.

Pricing data must be submitted via the online BOQ (Bill of Quantities). Two years of audited financial statements are required as part of the returnable documents. Transnet may request audited financial statements for due diligence purposes. The tender is subject to the 80/20 preference points system as the estimated value does not exceed R50 million (all taxes included).

CSD registration: Proof of registration on the Central Supplier Database is required. Tax: Valid Tax Clearance Certificate with TCS PIN. B-BBEE: Valid B-BBEE Certificate from a SANAS-accredited verification agency, or a sworn affidavit for EMEs/QSEs with 51%+ black ownership. CIDB: Valid CIDB registration minimum Grade 3 GB or higher. COIDA: Valid Letter of Good Standing. Joint ventures must have every member registered with CIDB, lead partner with grading not lower than one level below required, combined grading meeting 3GB or higher, and provide a certified copy of the signed JV agreement.
