Stage Two (mandatory, disqualifying if not submitted): CIDB registration in the required grading (3 GB or higher); COIDA letter; Compulsory Enterprise Questionnaire; Record of Addenda. Only tenders achieving the minimum qualifying score for functionality are evaluated further under the 80/20 preference points system (Preferential Procurement Regulations 6 and 7). Price is allocated 80 points; B-BBEE Status Level of Contribution (Level 1 and 2) is allocated 20 points. Bidders with B-BBEE Level 3-8 or non-compliant receive 0 points for B-BBEE. Transnet may conduct due diligence on the preferred tenderer, including financial and technical capacity checks.
