Bidders must be registered on the National Treasury Central Supplier Database (CSD) and submit the CSD registration report. Must provide a valid B-BBEE certificate or sworn affidavit to claim preference points. Must complete and submit SBD 4 (Bidder's Disclosure of Interest) and SBD 6.1 (Preference Points Claim Form). Must sign and submit a Non-Disclosure Agreement. Must meet the mandatory technical requirements: N3–N6 in Mechanical/Electrical Engineering or Diesel Mechanic qualification, Diesel Mechanic/Mechanical Fitter trade test, Wireman's license (3-phase), 3–5 years' proven experience in servicing/maintaining/fault-finding on diesel generators, and three reference letters for generator maintenance work not older than 5 years. Bidders listed on the Register for Tender Defaulters or the List of Restricted Suppliers will be disqualified. Bidders must not be employed by the state or have a relationship with any person employed by the procuring institution (per SBD 4).

The SABS is a statutory body established in term of Standards Act, 1945 (Act No. ) and

continues to operate in terms of the Standards Act, 2008 (Act No. ) as the national

standardization institution in South Africa, mandated to:

• develop, promote and maintain South African National Standards;
• promote quality in connection with commodities; and
• render conformity assessment services and matters connected therewith.

2. Request for Quotation (RFQ)

This RFQ serves as an invitation to submit a quotation for the Appointment of a service provider for

the maintenance and service of two (2) Deutz 150 KVA Stand-by Generators at SABS Secunda,

subject to General Conditions of the Contract (GCC)

The Bidder is requested to supply its quotation, in writing, by the date specified. Should the Bidder

require any clarification, the clarification should be submitted by e-mail to the Procurement

Specialist identified in this document.

By submitting a quotation in response to this RFQ or participating in this RFQ process, the Bidder

accepts that it is subject to and bound by all the terms and conditions contained in this RFQ

document.

3. Confidentiality

This document may not be used for any purpose by the Bidder other than for developing their

response to it, and all reasonable efforts must be taken by the Bidder to ensure confidentiality of any

information provided. This document and any other information of a confidential nature provided to

the Bidder during the course of RFQ process are and will be covered by the non-disclosure agreement

to be signed between the SABS and the Bidder.

4. No Contract

Bidders shall note that this RFQ does not commit the SABS to any course of action resulting from the

receipt of quotations and the SABS may, at its discretion reject any submission which does not

conform to instructions and specifications which are contained herein or select a Bidder based upon

its own unique set of criteria. The SABS also reserves the right not to select a bidder.

Nothing in this document shall be construed as a contract between the SABS and the Bidder, and no

communication, whether verbal or written, by the SABS personnel or agents during the course of

this process shall create such a contract in respect of the requirements specified in this RFQ.

5. No Obligation to Proceed

The SABS reserves the right to discontinue the RFQ evaluation process at any time and will not be

responsible for any losses incurred by the Bidder as a result of discontinuance of the RFQ process

6. Validity of Proposals

The Bidder’s quotation shall remain valid for a period of one hundred and twenty (120) days from

the closing date. The SABS may at any time prior to the expiry of the bid validity period, extend the

above validity period by sixty (60) days by written notice to the Bidders. In that event, the SABS will

not require any consent from the Bidders, and bidders will not be required or permitted to amend

any of their quotations.

The SABS retains the right, but is under no obligation, to request Bidders to extend the validity

periods of their quotations, prior to expiry thereof, if it has already invoked the extension referred

to above and it is in the SABS’ interest to further extend the bid validity period. Such request shall be

in writing. The Bidder is not obliged to extend the validity period. Also, bidders will not be required

or permitted to amend any of their quotations.

Maintenance intervention

Improve Fuel Management on both generators

• Install a dedicated fuel storage tank with sufficient capacity.
• Install a fuel level monitoring system with clear indicators to ensure the generator never runs out of

fuel.

Install Engine Heating Jackets

Heating jackets should be installed to maintain optimal engine temperature when the generator is not

running, improving start-up reliability during power outages.

Inspect and Replace Wiring

All wiring associated with the starter and alternator must be thoroughly inspected. Any damaged or

heat-affected wiring should be replaced to restore safe operation.

Preventative Maintenance Service

7.1. Visual Inspection

• Inspect the generator for physical damage, leaks, corrosion and loose components.
• Check mounting bolts, guards and enclosure condition.
• Inspect wiring, cable terminations and electrical connections.

7.2. Engine Service

• Drain and replace engine oil.
• Replace the engine oil filter.
• Replace the fuel filters.

• Replace air filter.
• Drain and replace coolant to the required level.
• Inspect belts, hoses, clamps, and engine components for wear or damage.

7.3. Fuel System

• Inspect the fuel tank and fuel lines for leaks.
• Check fuel quality and system integrity.

7.4. Cooling System

• Inspect radiator and cooling fan.
• Clean radiator fins and air passages.
• Inspect hoses connections for leaks.

7.5. Battery and Charging System

• Inspect battery condition and terminal.
• Clean battery terminal.
• Check battery electrolyte level if applicable.
• Test battery voltage and charging system performance.

7.6. Electrical System

• Inspect control panel indicators and alarms.
• Test automatic start/stop functions.
• Verify operation of protection devices, meters and gauges.

7.7. Alternator Inspection

• Inspect alternator for cleanliness and secure mounting.
• Check electrical output voltage and frequency.

7.8. Operational Testing

• Start and run the generator.
• Check oil pressure, coolant temperature, voltage, frequency and engine speed.
• Check for abnormal noise or abnormal vibrations.
• Check exhaust smoke.
• Conduct load test.

7.9. Cleaning

• Clean the generator exterior and engine compartment.
• Remove dust, oil residue and debris from accessible areas.

7.10. Final Inspection and Reporting

• Record service activities performed.
• Report defects or component’s requiring repair or replacement.
• Provide recommendations for future maintenance.
• Submit a completed service report to the client.

8. Mandatory Requirements

• N3–N6 in Mechanical Engineering, Electrical Engineering, or Diesel Mechanic

qualification.

• Diesel Mechanic / Mechanical Fitter trade test qualification.
• Wireman’s license three (3) phase.

13. Advance payment

The SABS will not make an upfront or advance payment to a successful Bidder. Payment will only be made in

accordance to the delivery of service or goods that will be agreed upon by the SABS and the successful Bidder.

14. Responsibility for costs

Under no circumstances shall the SABS be responsible for any of the Bidder’s costs associated with the

preparation and/or submission of its quotation, including any costs incurred by the Bidder prior to the

signature, by both parties, of an agreement resulting from a successful bid.

15. Bidder’s contractual terms

The SABS will not be bound by any legal or contractual terms as may be included in the Bidder’s quotation, in

response to this RFQ.
