Evaluation Criteria
Source: CCB2026-09-01 Professional Printing Services.pdf (RFQ)Evaluation uses the 80/20 preference point system. Gate 0 (Prequalification): bidders must submit all documents listed in Table 1 (SBD 1, Tax Clearance Certificate, Pricing Schedule, SBD 4, SBD 6.1, SBD 8, SBD 9, CSD report, Company Registration Certificate, B-BBEE Certificate or Sworn Affidavit, and three reference letters not older than 36 months). Specific Goals allocation: HDIs (who had no franchise on national elections before the 1983 and 1993 constitutions) – 8 points; Women – 4 points; Youth – 4 points; People with disabilities – 2 points; Implementation of RDP goals (Promotion of SMMEs) – 2 points. Non-submission of SBD 6.1 leads to a zero score on Specific Goals. CCB may conduct financial statement analysis on recommended bidders and may award based on best value for money, not necessarily the lowest price.

Contractual Terms
Source: CCB2026-09-01 Professional Printing Services.pdf (RFQ)Award is conditional on acceptance of the General Conditions of Contract (GCC), which must be signed and submitted with the bid. Upon award, a Service Level Agreement (SLA) will be concluded; the successful bidder compiles the SLA and both parties sign. CCB reserves the right to: not award or cancel the bid at any time; negotiate with preferred bidders without offering the same opportunity to others; accept part of a bid; carry out site inspections or product evaluations; correct mistakes; cancel the bid process at any stage; conduct financial statement analysis on recommended bidders; award based on best value for money; and award to multiple bidders. Bidders must declare they will act honestly, employ adequate resources, comply with statutory requirements, disclose conflicts of interest, avoid fraudulent advertising, uphold CCB's interests, and not use or disclose CCB information without consent. CCB may disqualify bidders for collusive bidding, seeking unlawful assistance from government entities, offering inducements, or past fraud convictions. Misrepresentation in the tender may lead to termination and claims; the SLA prevails over the bidder's proposal in case of conflict. Bidders bear all preparation costs. Bidders indemnify CCB for costs or damages arising from breach of bid conditions. This document prevails over any briefing information unless expressly amended in writing. Bidders participate at their own risk; CCB is not liable for costs or damages. Tax compliance is required for the full contract term; awards may be withdrawn if non-compliant. No award to bidders on the Register of Tender Defaulters or List of Restricted Suppliers. South African law governs; bidders submit to South African courts' jurisdiction. Bidders are responsible for their personnel and sub-contractors' compliance. Confidentiality obligations apply; bidders must secure CCB's written approval before releasing any information related to the work or process. Bidders must declare on their cover letter that they had no access to CCB proprietary information.
Special Conditions
Source: CCB2026-09-01 Professional Printing Services.pdf (RFQ)Bids received after the closing date and time will not be accepted. CCB reserves the right to conduct supplier due diligence and request presentations/demonstrations from short-listed bidders. CCB may disqualify bidders who contact any CCB employee other than the named enquiry contacts. Bidders must not engage in collusive bidding, anti-competitive conduct, or offer inducements to government officials. Bidders must not have been found guilty of fraud or forgery in a court of law.
