Evaluation system: 80/20 preference points – 80 points for price, 20 points for specific goals (under PPPFA).

Technical evaluation (100 points total) is a pass/fail gate before price/preference scoring:

• Experience (50 points): bidders provide credible appointment letters or purchase orders for previous supply and delivery of cropping mechanisation machinery. Scoring: 5 projects = 50, 4 = 40, 3 = 30, 2 = 20, 1 = 10.
• Logistics (30 points): demonstrate capacity to deliver timeously – own transport = 30 points; lease agreement = 15 points (proof required); signed supplier/manufacturer agreement.
• Locality (20 points): operating business within the Eastern Cape Province = 20 points; within South Africa = 10 points (proof of physical address, e.g. municipality bills, business letters, lease agreement, letter from municipal authority – not older than 3 months).

Minimum threshold: bidders scoring less than 70% in the technical evaluation will not be considered for the next stage.

Supply and delivery of one (1) new combine harvester to Nqanqarhu (formerly Maclear), Eastern Cape Province.

• Headers: fixed/variable knife headers (2030/3050 range, 4.9–6.7 m working width); flexheaders (3020 range); corn header 4400 range rigid/foldable, 6-row chopping; pickup headers 3016 range (3.7/4.6 m).
• Threshing: viable belt with 3-speed transition; rotor speed 250–1,150 rpm (3 ranges); rotor diameter/length 762/2,794 mm; wrap angle 156/133; 3 threshing and 3 separation modules.
• Cleaning: total sieve area under wind control 5.4.

Warranty: at least 12 months.

Maintenance schedule and procedures must be in the operator's manual; operator's manual required.

Training: operators to be trained on a central site; state number of training days.

Spare parts: supplier must warrant availability for at least five years from delivery.

Delivery: pricing must be a separate item in the Pricing Schedule; equipment delivered to the specified site.

Payment: made after implements delivered in full and per specifications.

Special instructions: supplier must be financially sound and able to deliver within 14 days of order.

Any non-conformity to specifications is grounds for contract termination.

Pricing schedule (SBD 3.1) must be completed: item description, quantity, unit price, total price, subtotal, VAT, delivery costs, grand total. Firm prices only. Offer valid 90 days. Delivery costs itemised separately. Payment after delivery in full and per specifications.

Price must include all applicable taxes; VAT shown separately.

Bid amount to be inclusive of all applicable taxes.

CSD registration: mandatory; bidders not registered on the Central Supplier Database (CSD) before the closing date cannot be awarded.

LOGIS registration: mandatory before closing.

Tax compliance: tax status and company directors verified on CSD; a hard-copy tax clearance certificate is not required; provide SARS TCS PIN or CSD number. For joint ventures or consortia, each party must have a separate TCS PIN/CSD number.

State employees: bids from persons in service of the state, or companies with directors who are, will not be considered.

B-BBEE: a valid B-BBEE certificate or sworn affidavit (EME/QSE) required to claim preference points under 80/20 system; attached evidence is needed for each specific goal.

References: must provide references confirming satisfactory previous delivery of similar equipment for risk assessment.

Joint venture: JV Agreement or Intention to form a JV must be attached; for JVs, a Certificate of Authority for JV and service level agreement between JV parties are required.

Contract subject to the Government Procurement: General Conditions of Contract of July 2010.

The department may terminate the contract if specifications are not adhered to.

The department may reject or accept any tender, or cancel the process, at any time before contract formation, and is not liable for costs incurred by bidders.

The successful bidder must sign a written contract (SBD 7).

Bids must remain valid for 90 days from closing date.

Arithmetical errors corrected as per standard conditions: amounts in words govern; line item totals govern over unit rates; the tenderer may be asked to revise item prices to achieve the total.

Insurance: the employer's insurance (if any) may not cover all risks; bidders should seek advice.
