• Closing time: 18 November 2026 at 12:00. Late submissions are rejected, even by one second.
• Files must be saved with the tender number and bidder name separated by a dash (e.g., MTK17-2026-[biddername].xxx). Only file types and sizes allowed on the Online Tender Box are accepted.
• Submit three zip files: Zip File 1 (compliance documents), Zip File 2 (tender submission with all supporting documents), Zip File 3 (financial offer).
• All pages of the proposal must be initialled by the responsible person; the tender reference number and company name must appear on every page.
• The cover letter must be on the bidder's letterhead with company name, address, and contact details.

Evaluation stages: administrative documents, mandatory prequalification, mandatory technical, functionality, price, and specific goals.

• Minimum functionality score: 70 points. Only bidders scoring 70 or above proceed.
• Preference point system: 80/20 (price vs B-BBEE) under the Preferential Procurement Regulations 2022 and PPPFA.
• Bidders meeting minimum quality criteria may be invited to an interview for key personnel.
• Mintek may accept part of a bid, withdraw or cancel the tender, and is not bound to accept the lowest or any bid. It may award to a bidder superior in functionality even if not the highest scoring.

Contract term: 4 years.

Scope of work:

• Provide 24-hour comprehensive security services, crime prevention, and armed tactical response.
• Manage access control, movement of assets/goods, and facility keys.
• Conduct security patrols with tracking and patrol monitoring system; submit weekly patrol and compliance reports.
• Emergency and tactical/armed response; operate emergency equipment in control room.
• Record and report all security incidents daily; conduct investigations and provide court evidence when required.
• Lock/unlock buildings per SOP; VIP escorting; prevent theft and criminal acts.
• Surveillance monitoring, alarms, and emergency response 24/7/365.
• Conduct physical security threat and risk assessments at contract initiation and six-monthly.
• Traffic and parking management; monthly security status and risk management reports.

Property: Mintek, 200 Malibongwe Drive, Strijdom Park, Randburg; land size 25 hectares. Buildings include Blocks 9000, 8000, 7000, 6000, 11000, 12000, Bus-shed, CMS Building/Block 2000, Guest House, Single Quarters, Club House, Entrances & Foyers, Main security reception, Parking areas, and Zones 2-5. Specific guarding: 24hr guarding at Block 12000, Bus-shed, Single Quarters, and Main Gate; access control at Rowland Johnson Gate 1 (7 hours working hours) and Gate 2 (4 hours working hours); ad-hoc services for events.

Security equipment required (minimum quantities):

• 2 under vehicle mirror searching devices
• 2 overhead mirror searching devices
• 1 base radio
• 100-point guard patrol track system (supplied and installed at least 5 working days before contract start)
• 20 two-way radios (minimum range 300m)
• 12 torches
• 10 handheld metal detectors
• 20 security batons, 20 whistles, 20 pepper spray, 20 handcuffs
• Name badges/tags for all personnel
• Electronic clock point or patrol management system
• Full winter and summer uniforms for both genders

Stationery: pocket books, pens (red & black), occurrence books, incident books.

Personnel requirements (minimum quantities, supplier may increase at own cost):

• Day shift (Mon-Sun): 1 Site Manager (Grade A), 1 Supervisor (Grade A), 2 CCTV Operators (Grade B), 12 Security Officers (Grade C) — total 16
• Night shift (Mon-Sun): 1 Supervisor (Grade A), 2 CCTV Operators (Grade B), 10 Security Officers (Grade C) — total 13

Personnel qualifications:

• Site Manager: Grade A, Matric, 2 years security experience, PSIRA registered, basic first aid, fluent in English.
• Supervisors: Grade A, Matric, 2 years experience, basic firefighting, client relations, report writing, investigation and supervising skills.
• Control Room Operators: Grade B, Matric, 1 year control room experience, CCTV training.
• Security Officers: Grade C, Matric, 2 years experience, PSIRA registered, basic first aid, basic firefighting, client relations.
• Tactical Response Guard: PSIRA Grade A Reaction Officer, registered on PSIRA portal; may be outsourced to a local provider with sufficient resources and a contract with performance metrics.

General requirements:

• Medicals/health screening for all officers at inception and annually.
• Polygraph testing and criminal checks at inception and annually, at supplier cost; reports submitted annually or before deployment.
• Officers must sign a declaration of secrecy.
• Certified proof of liability insurance cover with minimum R1 million per claim.

Pricing format: Prices quoted in South African Rand, VAT inclusive. Firm prices only; non-firm prices (including exchange-rate variations) are not considered.

• Price validity: at least 90 calendar days from closing date. Shorter validity may cause the bid to be disregarded.
• Price declaration must be signed by an authorised person; otherwise the bid is invalidated.
• VAT registration required if contract value exceeds R1,000,000; VAT must be shown on each invoice.
• Payment terms: payment within 30 days of submission of statement/invoice.
• No price escalation unless specifically stated; claims for escalation must be in writing.
• Variation orders: changes up to 25% of original contract value may be instructed; no escalation in price.
• Penalties for delay: calculated using the current prime interest rate per day of delay on the delivered price of delayed goods/services.
• Insurance: public liability insurance and insurance of own possessions/equipment; proof of insurance to be submitted after award.

CSD registration: Mandatory. Bidders must be registered on the National Treasury Central Supplier Database (www.csd.gov.za) and provide the CSD registration number. JVs must be registered on CSD and submit the JV registration number.

Tax compliance: Mandatory. Submit a tax compliance status (TCS) or SARS tax pin with the proposal before closing. Each party to a consortium/JV/sub-contractor must submit separate proof. Mintek will not do business with non-tax-compliant bidders.

VAT registration: Required if contract value exceeds R1,000,000.

PSIRA registration: Required for all security personnel, including Grade A tactical reaction officers registered on the PSIRA portal.

Good standing: Bidders must be in good standing with the public sector per Regulation 38 of the Supply Chain Management Regulations.

Workmen's Compensation: Registration as an employer under the Compensation for Occupational Injuries and Diseases Act is required before work starts; failure disqualifies.

B-BBEE: Preference points claimed via SBD 6.1 under the 80/20 system. No specific B-BBEE level threshold stated in the document.
