• Phase 1 (SCM administrative compliance): verification of completeness and correctness of all required documentation. SAST may reject a bid based on incomplete or incorrect documentation.

• Scope: Provision of skills development scorecard training from concept to calculation services for 2 officers of the South African State Theatre (SAST).
• Training must be face-to-face and cover:
• Identifying the applicable Recognition Level associated with an entity's BEE status.
• Categorising each training intervention to the relevant Learning Programme Category.
• Determining the Skills Development Expenditure associated with each training intervention.
• Understanding the impact of Economic Active Population (EAP) statistics on the Skills Development Scorecard.
• Determining the Split Compliance Target and Maximum Allowable Points for the relevant Measurement Criteria in the Skills Development Scorecard.
• Applying the Score Formula and EAP targets to calculate the Skills Development element score.
• Training for 2 officers.
• Breakfast and lunch must be included.
• A certificate must be provided upon completion.
• Training material must be aligned with specific South African Qualifications Authority (SAQA) unit standards.
• Facilitators must be registered and certified to offer the training.
• The bidder must recommend a facilitator registered with the relevant SETA.
• The training site must meet physical resource standards, including adequate space and equipment for learning.

• Bidders must be registered on the National Treasury Central Supplier Database (CSD) and provide the CSD number (MAAA).
• SAST may not award business to a bidder not registered on the CSD.
• Foreign suppliers with no local registered entity need not register on the CSD.
• Where a consortium, joint venture, or subcontractors are involved, each party must submit a separate TCS certificate/PIN/CSD number.
• Facilitator must be registered with the relevant SETA and have a minimum of three (3) years' experience in facilitating Skills Development or BBBEE-related training.
• Bids from persons in the service of the state, or entities with directors/members in the service of the state, will not be considered.

• The bidder warrants that all its employees (including employees of any contractor) are covered under the Compensation for Occupational Injuries and Diseases Act, and that cover remains in force for the duration of the adjudication and any subsequent agreement.

• The General Conditions of Contract (GCC) apply to this RFQ and may not be amended. Special Conditions of Contract, if any, will prevail over the GCC in case of conflict.
• The successful bidder may be required to sign a written contract form (SBD 7) for long-term contracts or where deemed necessary.
• The SAST may amend any bid condition, validity period, specification, or extend the closing date before the closing date; amendments will be posted on the SAST website.
• The SAST reserves the right not to accept the lowest priced bid, to award the bid as a whole or in part, and to conduct site visits at the bidder's premises.
• The SAST may consider National Treasury Instruction 01 of 2017/2018 cost containment measures, including prescribed hourly rates for consultants.
• The SAST may conduct background checks, including FICA verification, on the bidding entity and its directors, trustees, shareholders, or members.
• The SAST may consider the bidder's professional conduct and experience with SAST over the past 5 years.
• Supplier performance reviews are conducted regularly; non-performance is addressed with a formal letter and remedial actions, and non-adherence may lead to escalating performance management actions.
• Bidders warrant that all employees are covered under the Compensation for Occupational Injuries and Diseases Act, and SAST may request proof of registration and good standing with the Compensation Fund.
• Bids are treated as contractually binding and will not be revealed to other bidders.
• It is prohibited to canvass any SAST officer or employee between the closing date and the award date.
• Collusive bidding results in automatic disqualification and restriction from doing business with organs of state.

• The evaluation follows four phases: SCM administrative compliance, mandatory requirements, compliance with technical specification, and price and specific goals.
• The 80/20 preference point system applies, with 80 points for price and 20 points for specific goals.
