The Heartbreak of Admin
There is nothing worse than spending two weeks pricing a tender, getting the best price, and then being disqualified because you attached an expired Tax Clearance PIN. Administrative compliance is the first hurdle. If you trip here, they don't even look at your price.
The Non-Negotiables
Every government tender will require the following 'Returnables':
- CSD Report: Central Supplier Database summary. Must be recent (usually within 30 days).
- Tax Compliance: Valid TCS PIN from SARS.
- SBD 4: Declaration of Interest. You must declare if you manage the municipality or are related to someone who does.
- SBD 6.1: Preference Points Claim Form. This is where you claim your BBBEE points.
The Silent Killers
Watch out for 'Municipal Rates and Taxes'. You must prove your business (and directors) do not owe the municipality money for water/lights for more than 90 days. If you operate from home, you need a lease agreement or an affidavit.
