Bids will be evaluated in terms of the Preferential Procurement Policy Framework Act of 2000 (PPPFA) and its Regulations, using an 80/20 preference point split for requirements exceeding R1 million.
Evaluation will be in two phases:
Phase I: Compliance with mandatory requirements, specifications, and other standard bidding documents.
Phase II: Price and Specific Goals evaluation.

Price: Maximum of 80 points.
Specific Goals: Maximum of 20 points, allocated as follows:
HDI/Black Owned: Max 8 points (based on ownership percentage)

Black Youth: Max 4 points (based on ownership percentage)
Black People with Disability: Max 3 points (based on ownership percentage)

The purpose of this bid is to appoint an Authorised Microsoft License Solution Provider (LSP) for Microsoft Open Value Subscription for Education Solutions (OVS-ES) for the National School of Government (NSG).
The LSP will be responsible for the provision of Microsoft software licenses, including ongoing support and advisory services on licensing solutions for the duration of the agreement.
Service Provider Requirements:
Must be an Authorised Microsoft License Solution Provider (LSP).
Must be able to provide licensing in accordance with NSG specifications.
Service Requirements:
The contract duration is three (3) years.
All Microsoft software licenses shall be renewed yearly.
210 Microsoft Teams Phone licenses are required to be renewed for two (2) years, from June 1, 2027, to May 31, 2029.
Scope of Work:
Provision and renewal of Microsoft OVS-ES for the NSG.
Includes ongoing support and advisory services on licensing solutions.
Deliverables:
Proposals covering the specifications and NSG requirements in Annexure B.
Rendering of additional services as prescribed in section 4 as and when required.

Financial Requirements

Bidders must complete the budget breakdown template attached as Annexure C.
Budgets presented must be VAT inclusive.
Price Escalation: Fees to be effected annually on the contract anniversary in accordance with the CPI rate.
Pass-Through Costs: Fixed contract costs, including sub-contractors' costs. May be claimed at cost (inclusive of VAT) after approval by NSG.
Variable Costs: Incidental costs incurred at NSG's request, after approval by NSG.
All bid prices must be inclusive of fifteen percent (15%) Value Added Tax. Failure to comply may invalidate the bid.
Pricing Schedule (Annexure C) must be included and completed without changing its structure.
Rates quoted should ideally be firm for the full contract period. If not, provide details of adjustment basis (e.g., CPI).
