Submission method: electronic only via the TRANSNET e-tender submission portal (https://www.transnet.net). NO physical bid box submissions. All documents must be signed, stamped and dated on every page before upload. The signatory must be duly authorised (company resolution or equivalent proof of authority required). All returnable documents listed in section 5 (proposal form) must be submitted with the proposal. Failure to submit mandatory returnable schedules/documents results in disqualification; failure to submit other schedules/documents may result in disqualification. Bids must be submitted on the official forms provided (not re-typed) or in the manner prescribed in the bid document. Late bids will not be accepted for consideration. Proposal validity period: 180 business days from closing date (30 november 2026). Bidders may be requested to extend validity on the same terms and conditions. NO changes to submissions will be considered after the closing date. Joint ventures/consortia must submit a signed jv/consortium agreement stating percentage split and responsibilities, or written confirmation of intention to conclude such agreement with indicative split and responsibilities. Award only occurs once a signed agreement is submitted. Clarification questions must be submitted via the online platform (url provided on cover page) by 16 november 2026. Only one question per submission; NO limit on number of questions. Responses posted on the e-tender system.

Bidders must upload their proposal response against each proposal selected; refer to RFP section 2, paragraph 3 for the detailed upload process. NO physical or postal submissions are accepted. The postal and physical addresses listed (chairperson, TRANSNET freight rail acquisition council, inyanda house 1, 21 wellington rd, parktown, johannesburg, 2001) are for correspondence only. All returnable documents required by the full RFP must be completed, signed and uploaded with the proposal. Late submissions will be disqualified regardless of reason.
