Submit quotation via email to [email protected] by 05 June 2026 at 23:30. Quotation must be typed on company letterhead and addressed to Modumo Maeco. Late submissions will not be accepted. Bids must be submitted on official forms provided or as prescribed in the bid document. Do not attempt to canvass SCM officers or PRASA employees during the evaluation period, as this may lead to disqualification. Mandatory returnable documents must be included; failure to submit these will result in automatic disqualification. Bids must be sealed and enclosed in an envelope if submitted physically.

Evaluation is conducted in two stages: Stage 1 (Compliance) and Stage 2 (Price and Specific Goals). Stage 1A: Mandatory Requirements - Automatic disqualification if not met: Quotation on company letterhead. Stage 1B: Other Mandatory Requirements - PRASA may request missing documents within 3 working days; failure to provide results in disqualification: Valid SARS TCS PIN, completion of ALL RFQ documentation (including declarations), CSD supplier registration number. Stage 2: Scoring - Price (80 points): Uses 80/20 preference point system formula: Ps = 80 (1 - (Pt - Pmin)/Pmin), where Ps = points scored, Pt = tender price, Pmin = lowest acceptable tender price. Specific Goals (20 points): B-BBEE Level 1 or 2 (10 points, submit SANAS-approved certificate or affidavit; consolidated scorecard accepted for JVs). At least 51% black women ownership (10 points, submit certified copies of owner IDs, not older than 3 months).

Scope: Repair of ZF control units for PRASA. Specific items: 1 x ZFD301GP-REPAIR ZF CONTROL UNIT, 1 x ZDP045GP-REPAIR ZF CONTROL UNIT. Serial: 0024 066. VIN: 9BM634061AB676285. Engine Number: 457916U0938342. Supplier must deliver items as per PRASA’s requirements, fit for intended purpose, and free from defects for at least one year from acceptance. Delivery period: To be specified by the service provider in working days from date of order.

Complete the attached Pricing Schedule Annexure. Pricing must be quoted in South African Rand, inclusive of VAT (15%). Pricing must align with the Bill of Quantities where applicable. Submit pricing strictly in the provided format; deviation may result in the bid being declared non-responsive. Include a clear cost breakdown, price escalation basis, and formula if applicable. Discounted prices are considered only in the final evaluation stage on an unconditional basis. Delivery period must be specified in working days from the date of order.

Prices must be quoted in South African Rand, inclusive of all applicable taxes (VAT 15%). Price offer must be firm, with a clear basis, cost breakdown, and price escalation formula (if applicable). Submit pricing strictly in the provided schedule format; deviation may result in non-responsiveness. Discounted prices will only be considered in the final evaluation stage on an unconditional basis. Payment terms: PRASA pays within 30 days of receipt of a correct tax invoice. If the highest-scoring bidder’s price is not market-related, PRASA may negotiate with the top three bidders in order of ranking or cancel the RFQ. Pricing must align with the Bill of Quantities where applicable.

Tax Compliance: Submit valid SARS Tax Compliance Status (TCS) PIN (apply via e-filing at www.sars.gov.za) or CSD registration number. Foreign suppliers without a local entity are exempt from CSD registration. For consortia/JVs/sub-contractors, each party must submit a separate TCS certificate/PIN/CSD number. Central Supplier Database (CSD): Bidders must self-register on the National Treasury’s CSD (https://secure.csd.gov.za/). Business will not be awarded to unregistered bidders. B-BBEE: Minimum Level 1 or 2 required for 10 points (submit SANAS-approved certificate or affidavit; consolidated scorecard accepted for JVs). Additional 10 points for at least 51% black women ownership (submit certified copies of owner IDs, not older than 3 months). Disqualification: Bidders employed by the state, or with directors/members employed by the state, are disqualified. Bidders listed in the Register for Tender Defaulters or List of Restricted Suppliers are automatically disqualified. Disclose any Politically Exposed Persons (PEPs) or Prominent Influential Persons (PIPs) in your organization; PRASA reserves the right to refuse business with such entities. Complete SBD1, SBD4, and SBD6.1 forms as part of the bid submission.

Warranty: Supplier warrants that items are fit for purpose and free from defects for a minimum of one year from acceptance (or as otherwise stated in the order). Indemnity: Supplier must indemnify PRASA against all claims, suits, or costs arising from negligence, infringement of intellectual/legal rights, breach of statutory duty, or defective design/materials/workmanship. Subcontracting: Requires PRASA’s prior written approval; the successful bidder remains fully liable for performance, not the subcontractor. Governing Law: Contract is governed by South African law, with non-exclusive jurisdiction of South African courts. Special Conditions: Award is subject to PRASA securing funding. PRASA may cancel the RFQ if funding is not secured and will not be liable for any claims, losses, or damages arising from funding failure. Bidders waive the right to institute legal proceedings in such cases. PRASA will keep bidders informed of funding progress. Rejection: PRASA may reject non-compliant items and return them at the supplier’s risk and expense. Title and risk pass to PRASA upon acceptance. Payment: PRASA pays within 30 days of receipt of a correct tax invoice.
