Evaluation uses the 80/20 preference point system: 80 points for price, 20 points for specific goals (B-BBEE and locality). Functionality is a separate pass/fail stage with a minimum score of 80/100 required to proceed. Functionality criteria: Experience (35 points: 4x completion certificates = 35, 3x = 25, 2x = 15 for similar projects ≥R20M each), Expertise (35 points: Contract Manager NQF7 Civil Eng + LIC7 + 10 years = 20; Site Agent NQF6 Civil Eng + LIC5 + 10 years = 10; General Foreman NQF5 Construction + 5 years = 5), Equipment/Plant (30 points: Tipper Trucks x3, Excavator x1, Grader x1, Water Tanker x1, TLB x2, Smooth Drum Roller x1; 5 points each; proof of ownership or lease required; rental = half points). Scope: Construction of 6km paved roads with stormwater control in New Rest (Sterkspruit), Ward 8 Phase 1. Standards: COLTO Standard Specifications for Road and Bridge Works (1998) and SAICE General Conditions of Contract for Construction Works (3rd Edition, 2015). Documents: Volume 2 contains Drawings, Bill of Quantities, and MBD documents for local content. Volumes 3 and 4 (SAICE publications) must be obtained by tenderers at their own cost or inspected by appointment at the Employer’s agent offices. Health and Safety: Submit a draft Health and Safety Plan (Schedule 18) compliant with the Occupational Health and Safety Act and Construction Regulations, 2014. Environmental: Protection of the Environment Declaration (C1.4) is required. Community Liaison Officer: Contract of Temporary Employment as Community Liaison Officer (C1.6) must be included. Insurance: Insurance Broker’s Warranty (C1.5) is required. Site inspection is mandatory; tenderers must familiarise themselves with site conditions, access, and restrictions.

Pricing: Submit completed Bills of Quantities (C2.2) in the same format as issued. Electronic versions may be printed and submitted if they match the issued format. Addenda must be incorporated into printed Bills of Quantities. Payment terms and guarantees: Refer to Contract Data (C1.2) and General Conditions of Contract (Volume 3). Financial statements: If tender value exceeds R10M, submit audited annual financial statements for the past 3 years (or since establishment if <3 years old). Municipal accounts: Certify no undisputed municipal service arrears >30 days. Subcontracting: For values >R10M, disclose if any portion of goods/services are sourced outside South Africa or if payments will be transferred out of the country. Risk analysis: Employer will assess reasonableness of financial offer (10% threshold above/below cost estimate), unit rates, and tenderer’s ability to fulfil obligations (financial resources, equipment, capacity, etc.).

CIDB Registration: Must be registered with CIDB with a grading designation of 7CE or higher (or capable of being registered). Joint Ventures: All members must have active CIDB registration; lead partner must be ≤1 level below 7CE; combined grading must meet or exceed 7CE. SCM Policy Compliance: Submit completed Compulsory Enterprise Questionnaire, Certificate of Independent Bid Determination, Conflict of Interest Declaration, Declaration of Bidder’s Past SCM Practices, and Declaration of Interest for State Employees. Tax Compliance: Must be registered with SARS and tax compliant; provide Tax Compliance Status PIN. Foreign suppliers exempt if they answer 'NO' to all questions in the Questionnaire for Bidding Foreign Suppliers. B-BBEE: Submit valid B-BBEE certificate or sworn affidavit (Construction Sector Codes apply). Preferential points for B-BBEE status as per PREFERENCE POINTS CLAIM FORM. Subcontracting: To qualify for preference points, subcontract a minimum of 30% to EMEs/QSEs with specified black ownership (youth, women, disabled, rural, military veterans, or co-operatives). Municipal Arrears: Must have no municipal arrears >90 days; cooperate with SM for verification. Occupational Health and Safety: Comply with OHSA and Construction Regulations, 2014; submit draft Health and Safety Plan.
