Submit both an original hard copy AND an electronic copy (USB/SD Card preferred; CDs accepted if readable and undamaged) of the completed tender document. Documents must be completed in non-erasable black ink. No correction fluid/tape allowed; cross out errors, initial, and continue. All compulsory municipal bidding documents must be fully completed and originally signed in black ink. Copies of signatures are not accepted. Late submissions will not be considered.

Evaluation uses the 80/20 preference point system. Points breakdown: 80 points for price (lowest acceptable tender scores highest), 20 points for specific goals. Specific goals: 10 points for B-BBEE Status Level Contributor (see table for points per level), 10 points for locality (10 points: Kouga Local Municipality; 6 points: Sarah Baartman District Municipality or Nelson Mandela Bay Municipality; 4 points: Eastern Cape; 1 point: outside Eastern Cape). Bidders must submit valid B-BBEE sworn affidavit/certificate AND latest Municipal Billing Clearance Certificate to claim specific goal points. Failure to submit required proof forfeits preference points.

Supply and delivery of Cordless Trimmer Side Cutters / Brush Cutter equivalent to FSA 135, including battery and charger. Specifications: Rated Voltage: 36V; Weight: 4.9kg; Shaft: Straight; Cutting diameter: 260mm; Standard Cutting Attachment: Grass cutting blade 260-2; Recommended battery: AP 300S. Pricing must include all delivery costs to the prescribed destination. Bid must price all items in the pricing schedule; failure to do so will deem the bid non-responsive.

Only firm prices accepted. Non-firm prices will not be considered. Pricing schedule must include unit prices (excl. and incl. VAT) and total price. Bidder must indicate VAT registration status. If not VAT-registered, both excl. and incl. VAT columns must reflect the same amount. Total price will be used for evaluation; unit rates will apply for invoicing and payment. Payment terms and bonds/guarantees are not specified.

Mandatory compliance: National Treasury Central Supplier Database (CSD) registration and valid SARS Tax Compliance Status (TCS) PIN. Bidders must submit: CSD Summary Report; Business Registration Documents (CM9/Name Change Document not accepted as proof); Valid SARS TCS PIN for all entities and JV partners; Certified ID copies; Latest Municipal Billing Clearance Certificate or copy of municipal account/rental documentation; Special Conditions of Contract documentation (if applicable). B-BBEE: Submit valid B-BBEE sworn affidavit (for EMEs/QSEs) or certificate to qualify for preference points. Foreign suppliers must complete the Pre-Award Questionnaire (Part B:3).
