Submit a sealed envelope containing: the completed and signed Tender Document (including Form of Offer and Acceptance), all required supporting documents, and returnable schedules. Label the envelope with: tenderer’s name/address, tender reference (239S/2025/26), tender description, tender box number (225), and closing date. Evaluation follows a 90/10 price/preference points system. Price (90 points): Scored using a formula based on the lowest responsive tender. Preference (10 points): Allocated per Specific Goals as follows - >15% of total expenditure = 3 points; >10% up to 15% = 2 points; >=5% up to 10% = 1 point; <5% = 0 points. For profit: >5% = 3 points; >3% up to 5% = 2 points. Functionality (if applicable) is scored individually by Bid Evaluation Committee members, calibrated if discrepancies exist, then averaged. Final score is the sum of price, preference, and functionality points (where applicable), rounded to two decimal places. Highest total adjudication points win.

Scope: Provision of real-time aerial intelligence, surveillance, and reconnaissance (ISR) from an aircraft platform. Contract period: 36 months from commencement date. Tenderers must submit: SACAA Certificates and Operation Specification document (manned and/or unmanned), technical brochure, and proof of compliance with specifications. All items per chosen basket (Basket 1 or Basket 2) must be priced in the schedule; incomplete pricing will result in non-responsive status. Tenderers may bid for one or both baskets.

Submit a completed Price Schedule (C.4). Payment terms and guarantees: Pro-forma Performance Security/Guarantee (Annexure C), Pro-forma Advance Payment Guarantee (Annexure D).
