Submit a sealed envelope containing the completed and signed Tender Document (including Form of Offer and Acceptance) and all required supporting documents. The envelope must be endorsed with: the tenderer’s name and address, 'TENDER NO. 243S/2025/26: HIRE OF HEAVY MECHANICAL EQUIPMENT AND HEAVY VEHICLES', the tender box number (199), and the closing date. Deposit the envelope into Tender Box 199 at the Tender & Quotation Boxes Office, 2nd Floor (Concourse Level), Civic Centre, 12 Hertzog Boulevard, Cape Town, before 10:00 on 24 June 2026. If the box is full or the tender is too large, enquire at the public counter (Tender Distribution Office) for alternative instructions. Required returnable documents include: Schedule F.5 (Declaration of Interest – State Employees), Schedule F.7 (Declaration of Tenderer’s Past Supply Chain Management Practices), Schedule F.10 (Proposed Deviations and Qualifications by Tenderer). Evaluation follows the 80/20 price/preference points system. Price points (Ps) are calculated using the formula provided in the document. Preference points are allocated based on Specific Goals as follows: >15% of total expenditure = 6 points; >12% up to 15% = 5 points; >9% up to 12% = 4 points; >6% up to 9% = 3 points; >3% up to 6% = 2 points; ≥1% up to 3% = 1 point; <1% = 0 points. For total profit: >5% = 6 points; >4% up to 5% = 5 points. The tenderer(s) with the highest total adjudication points will be awarded the contract. Minimum functionality score requirements apply as per clause 2.2.1.1.4.

Scope: Hire of heavy mechanical equipment and heavy vehicles for the City of Cape Town. Contract period: 36 months from commencement date. Tenderers must comply with all specifications outlined in Section C.5 of the tender document. Equipment and vehicles must meet the standards and capacity requirements as detailed in the specifications. 'Or equivalent' applies to any referenced trade marks, names, patents, designs, types, or producers.

Tender fee: R200.00 (non-refundable, payable for hard copies; not applicable for website downloads). Pricing must be submitted in the Price Schedule (Section C.4). Payment terms and contract price adjustments are detailed in Schedule F.1. Performance security/guarantee (Annexure C) and advance payment guarantee (Annexure D) may be required. Financial capacity and pricing must be market-related.

Mandatory: Registration on the City of Cape Town (CCT) Supplier Database and National Treasury Central Supplier Database (CSD) (https://secure.csd.gov.za). Tax Compliance Status PIN from SARS must be submitted and verified by CCT via CSD or e-Filing. Each party in a Joint Venture/Consortium must submit a separate Tax Compliance Status PIN. Required documents: Certificate of Authority for Partnerships/Joint Ventures/Consortiums, Declaration of Interest – State Employees (Schedule F.5), Conflict of Interest Declaration (Schedule F.6), Declaration of Tenderer’s Past Supply Chain Management Practices (Schedule F.7), Certificate of Independent Bid Determination (Schedule F.9). B-BBEE compliance and preference points claims require verifiable documentary proof. Non-compliance may result in disqualification.
