Must be a legally registered, accredited/licensed training provider with proven experience. Must meet critical criteria per training category (e.g., registration with Dept of Labour, QCTO, SETA, SAQCC for specific courses). Must be tax compliant and registered on National Treasury CSD. Must be able to deliver training on-site at ARMSCOR Dockyard, Simonstown. BBBEE status impacts scoring (up to 20 points for black-owned EME/QSE entities).

• Scope: Provide legislative training programs for Armscor Dockyard in Simonstown, Western Cape, over a 4-year period (2026-2030).
• Training must be delivered on-site at Armscor Dockyard.
• Staff complement is approximately 437 employees, but numbers may vary.
• Training provider must offer a variety of fit-for-purpose legislative training interventions at various levels.
• Training must be facilitated by professional subject matter experts.
• Provider must prepare and provide training/skills programs as required.
• Submit course outlines for each training, specifying skills program, unit standard ID, NQF level, credits, duration, and minimum requirements.
• Training categories include:

• Occupational Health & Safety (e.g., fire fighting, first aid, incident investigation) requiring registration with Department of Labour, QCTO, SAIOSH, and relevant SETA accreditation.
• Rigging & Slinging, Working at Height, Confined Space requiring Department of Labour registration, QCTO letter, SETA accreditation.
• Hazardous Chemicals, Gas Handling, Risk Assessment requiring Department of Labour registration, QCTO letter, SETA accreditation, and SAQCC accreditation for gas handling.
• Driven Machinery (crane licenses, forklift, scaffolding) requiring Department of Labour registration, QCTO letter, TETA accreditation.
• Lifting Equipment (scaffolding, rigging, inspector training) requiring Department of Labour registration, QCTO letter, CETA accreditation for scaffolding/rigging, TETA accreditation for lifting equipment.

• Provider must submit client reference letters (contactable, specifying training executed).

• Shortlisted bidders must provide detailed information on similar past work, accompanied by three reference letters proving successful training delivery.
• Experience and qualifications in offering the identified training programs are required, with support and detailed quality reports.
• Provider must be legally registered, accredited, or licensed for training and skills development programs.
• Demonstrate extensive experience via contactable references.
• Skills needed: managing large groups, statistical analysis, report writing, presentation, stakeholder engagement, project risk management, and understanding of government context.

• Training must be aligned to the National Qualifications Framework (NQF) and, in some areas, international standards.
• Submit detailed quality reports and final closeout reports to stakeholders.
• Provider must have a good track record of quick turnaround times in providing competence results.
• Accreditation and registration letters from QCTO, SETA, and SAQCC (where applicable) are required as evidence.

• Provide a separate quotation on company letterhead with clear line-item pricing.

• Price points: 80; Specific Goals points: 20.
• B-BBEE points allocated based on black ownership levels in EME/QSE entities (100%: 20 points, 51%+: 18 points, 35%+: 16 points, 25%+: 10 points).
• Valid B-BBEE proof includes sworn affidavit or certificate from CIPC/SANAS-accredited agency, plus CIPC Beneficial Ownership Declaration and company registration documents.
• Local content and locality requirements apply with submission of annexures and municipality bills.

• Training includes Occupational Health & Safety courses such as fire fighting, first aid, incident investigation, rigging, working at height, confined spaces, hazardous chemicals, gas handling, and risk assessment.
• Critical requirements for each category include registration with Department of Labour, QCTO registration, SETA accreditation, and client reference letters.
• Specific courses require SAIOSH registration or SAQCC accreditation for gas handling.

• Quotation validity: 90 days from bid closing date.
• Payment terms: Payment within 30 days after service is rendered and invoice submitted.
• Armscor reserves the right to not award bids that do not comply strictly, to award in part or full, to cancel the bid, and to disregard abnormally low prices.
• Bidders with poor performance records, blacklisted status, or financial instability may be disqualified.
• Armscor may contact bidders for clarification during evaluation without informing others; no changes to submissions are permitted.
• Contract duration: Panel appointment for 4 years (2026-2030).

• Tax compliance: Bidder must be tax compliant throughout the contract and registered on the CSD.
