• Submit the complete Tender Submission Documentation, including all required schedules, forms and certificates.
• All forms must be fully and correctly completed; incomplete or improperly filled forms may lead to the tender being deemed non‑responsive.
• Required returnable documents include: Enterprise Questionnaire (T2.2.1), Certificate of Attendance at Clarification Meeting (T2.2.2), Tax Compliance Status / Tax Clearance Certificate (T2.2.3), MBD 4 Declaration of Interest, MBD 5 Declaration for Procurement Above R10 million, MBD 6.1 Preference Points Claim Form, MBD 8 Declaration of Past SCM Practices, MBD 9 Certificate of Independent Bid Determination, Joint Venture Agreement (if applicable), Record of Addenda (if applicable), Declaration of Municipal Fees, CSD Registration Report, Experience of Tenderer, Experience of Key Staff, Approach and Methodology.
• Additionally, the Form of Offer (C1.1.1), Data to be Provided by Contractor (C1.2.2.2) and Bill of Quantities (C2.2) must be completed.
• Failure to provide any of the above or to meet the submission requirements may result in rejection on the grounds of non‑responsiveness.

• Eligibility: Tenderers must meet the eligibility requirements in Clause F.2.1; non‑compliance results in a non‑responsive tender.
• Functionality Evaluation: Minimum score of 64 points (70 % in some sections); failure to achieve the minimum renders the tender non‑responsive.
• Preference Point System: Price will be reduced on a comparative basis; 80/20 preference point system may apply, with up to 20 points allocated based on B‑BBEE ownership categories (race, gender, disability).
• Price and Preference evaluation follows the Municipality’s SCM Policy and the Preferential Procurement Policy Framework Act.
• Acceptance conditions: (a) Valid Tax Clearance Certificate or Tax Compliance Status PIN; (b) No directors/shareholders on the Register of Tender Defaulters; (c) No abuse of the SCM system or prior contract failures; (d) Completed Compulsory Enterprise Questionnaire with no conflicts of interest.
• Targeted procurement provisions are not applicable to this tender.
• Appeals: Appeals must be lodged in writing within 14 days to the City Manager ([email protected]).
• Prohibition on awards to persons in the service of the state as per SCM Regulations.
• Tenderers must adhere to the Municipality’s Code of Conduct and Local Labour policies (available on the municipality’s FTP site).
