Evaluation will use the 80/20 Price Preference Point System as per SCM Policy Section 52. Minimum CIDB contractor grading designation of 6 or higher CE (or higher) is required. Must be registered on Central Supplier Database (CSD), eThekwini Supplier Portal, and JDE System. Tax Compliance Status and B-BBEE status must be valid at tender closing and before final award. No undisputed municipal rates/taxes arrears. If tender value exceeds R10 million (incl. VAT), audited financial statements are required (Returnable Form: MBD 5). Tenderers must demonstrate capacity and firm intention to proceed with the contract.

Scope: Area-based infrastructure repairs as and when required for 36 months in the North Region of eThekwini. Works include: upgrading and repair of stormwater and river infrastructure, stormwater pipes, culverts, gabion protection along streams, kerb and channelling, concrete canals, weirs, and other miscellaneous unscheduled emergency works. No guarantee of work volume; Work Package Orders will be issued at the employer’s discretion based on funding availability. Contract is non-exclusive; employer may use other procurement mechanisms. CIDB grading requirement: Grade 6 or higher, Class CE (or higher).

Pricing must include all duties, taxes (excluding VAT), and levies applicable 14 days before closing. VAT must be shown separately. Rates and prices must be fixed for the contract duration unless otherwise provided in the contract conditions. Submit pricing in Rand unless instructed otherwise. Payment terms: Payment Certificate and Signed/Stamped Completion Certificate issued by the employer. For tenders exceeding R10 million (incl. VAT), audited financial statements are required (Returnable Form: MBD 5).

Mandatory registrations: National Treasury Central Supplier Database (CSD) with valid MAAA number, eThekwini Municipality Supplier Portal, and eThekwini Municipality JDE System. CIDB Registration and Status (Grade 6 or higher, Class CE), valid B-BBEE Certificate, and Tax Compliance Status PIN must be valid at tender closing and before final award. Verification will be done via CSD. Municipal rates and taxes must not be in arrears; if in arrears, a formal agreement must be in place at tender closing (Returnable Form: Declaration of Municipal Fees). Joint Ventures (JV): Each party must submit separate Tax Compliance Status PINs and meet individual/single entity documentation requirements. Submit notarized JV agreements if applicable. Tenderers must be registered on eThekwini’s Vendor Portal prior to submission. For complaints/objections, a non-refundable tariff (per Council tariffs) must be paid, with proof attached.
