Phase 1 – Functionality (max 100 pts). Bidders must provide three reference letters showing years of experience in water‑treatment and waste‑water plant maintenance. Minimum 65 % (65 pts) required to proceed. Phase 2 – Price (90 pts) and B‑BEE (10 pts) using a 90/10 preference‑point system. Price points calculated per the 90/10 formula; B‑BEE points claimed via SBD6.1. Mandatory requirements: CIDB grading 1ME & 1CE or higher, valid COIDA good‑standing letter. Failure to meet the Phase 1 minimum disqualifies from Phase 2.

Scope – 36‑month servicing and maintenance of Tsitsikamma WTP, WWTP and drinking‑water sand filters. Tasks: routine inspections, sand‑filter back‑washing, calibration, part replacement, water/wastewater testing per SANS 241, preventive monthly/quarterly maintenance, emergency on‑call repairs, monthly reporting and log‑book keeping. Must comply with National Water Act 1998, SANS 241, wastewater discharge regulations, manufacturer schedules and SANParks environmental/safety policies. Deliverables: operational plants, clean filters, maintenance logs, test reports and improvement recommendations.

Quality – ensure water meets SANS 241 standards; maintain detailed maintenance and testing logbooks; conduct monthly inspections, quarterly sand‑filter cleaning and post‑service water/wastewater testing; record all part replacements, chemical dosing levels and corrective actions; provide monthly reports and recommendations for system optimisation; follow manufacturer maintenance schedules and SANParks environmental/safety policies.

Pricing – provide a detailed schedule of rates covering: routine inspection & preventive maintenance (monthly), sand‑filter cleaning (quarterly), replacement of mechanical parts, electrical components, chemical supply (monthly), emergency call‑outs, water/wastewater testing per service, and monthly reporting. Include VAT 15 % and a firm total price. Payment terms – within 30 days of invoice receipt per PFMA.

Pricing – submit a detailed pricing schedule with unit rates for inspections, maintenance, sand‑filter cleaning, parts, chemical supply, emergency call‑outs, testing and reporting. VAT 15 % applies. Total price quoted as a firm amount. Payment – within 30 days of invoice receipt in accordance with PFMA.

Administrative – CSD registration proof, tax compliance PIN or CSD number, completed SBD1, pricing schedule, SBD4 (no state employment), SBD6.1 (B‑BEE verification). Technical – valid CIDB grading 1ME & 1CE or higher, COIDA good‑standing letter, OHS file (plan, policy, risk assessment) before works. Foreign bidders – complete the foreign‑supplier questionnaire in SBD1. Non‑compliance may lead to disqualification after a 7‑day grace period.

OHS – submit a complete occupational health and safety file (OHS plan, policy, baseline risk assessment and relevant appointments) before works commence; comply with all OHS legislation and maintain safe work practices on site.

Environmental – comply with National Water Act 1998, SANS 241 drinking‑water standards, wastewater discharge regulations, manufacturer maintenance schedules and SANParks environmental and safety policies.

SBD7.2 (Contract Form – Rendering of Services): signing commits the bidder to deliver the specified services, assume full responsibility for execution, and adhere to all contract conditions, with payment due within 30 days of invoice receipt under PFMA.
