Evaluation is based on the 80/20 Preferential Procurement system: 80 points for price (lowest acceptable bid scores highest) and 20 points for specific goals (e.g., HDI, youth, female/disabled directors, local content). Functionality is a prerequisite: bidders must score at least 50% (10 points) on track record to qualify for financial evaluation. Track record points are awarded as follows: Up to 2 contracts = 5 points; 3-4 contracts = 10 points; 5-6 contracts = 15 points; 6+ contracts = 20 points. Proof of past contracts (appointment letters, delivery notes) is mandatory. Bids are evaluated for responsiveness to specifications, compliance with submission rules, and adherence to all tender conditions. Non-responsive bids (e.g., missing mandatory documents, deviations from specifications) are disqualified.

Dimensions: 6405mm (W) x 5500mm (H) x 8980mm (L), weight 3500 kg. Production capacity per 9-hour shift: 33,600 standard bricks (210 x 70 x 105mm), 22,000 interlocking pavers (200 x 100 x 50/60/80mm), or 14,400 maxi bricks (290 x 90 x 140mm). Uni Hydraulic Plant: 1.5 kW, 400V, 3-phase, high-speed twin shaft vibrator; hydraulic production board feeder with 8-board magazine and auto-feed; 2.2 kW hydraulic power pack; production board size 610mm x 530mm (18mm or 21mm thickness); 3m product removal conveyor roller; 15m chain conveyor. Dimensions: 1000mm (W) x 1475mm (H) x 2575mm (L), weight 850 kg. Production capacity per 9-hour shift: 14,000 standard bricks, 10,000 interlocking pavers, or 6,300 maxi bricks. Successful bidder must provide training to municipal employees and issue certificates. Only bidders with prior experience supplying similar equipment may tender. Proof of past contracts (appointment letters, delivery notes) is mandatory.

Submit firm prices (VAT inclusive) in the official pricing schedule (MBD 3.1). All delivery costs must be included in the bid price. Prices must cover the full scope of supply and delivery. Non-firm prices or prices subject to exchange rate variations will not be considered. Payment terms: within 30 days of invoice receipt and delivery note verification. Validity period: 120 days from bid closure. Bidders must ensure all pricing columns are completed; failure to do so will result in disqualification.

Mandatory documents (failure to submit any will disqualify the bid): Company profile; Certificate of registration (CIPC); SARS PIN or Tax Compliance Status (TCS) for the bidder and all consortium/joint venture partners; Central Supplier Database (CSD) report; Company ownership status; Completed tender document (MBD series); Authority letter to distribute or resell; Municipal rates and taxes clearance certificates for the company and all directors (proof of no arrears >3 months or payment arrangements). Additional requirements: Bidders must not be in the service of the state or have conflicts of interest (declare via MBD 4).
