Submit bids by hand delivery only to SCM Office No.4, corner of High Street and Mark Street, Vryheid 3100 by 03 June 2026 at 12h00. Late bids will not be accepted. Bids must be submitted on the official forms provided (do not re-type). All supporting documents must be placed in a sealed envelope clearly marked: 'APPOINTMENT OF A SERVICE PROVIDER FOR ENERGY PERFORMANCE ASSESSMENT, INTERVENTION PLANNING, AND IMPLEMENTATION SUPPORT UNDER THE ENERGY EFFICIENCY PROGRAMME FOR THE MUNICIPALITY. Tender NO: 8/2/1/593'. Bids must include fully completed Municipal Bidding Documents (MBDs). Incomplete bids will be disqualified. Tender documents are available for self-download from the E-tender portal (www.etenders.gov.za) from 18 May 2026. Bids must be valid for 90 days after the closing date. Only bids submitted on the original documentation provided by Abaqulusi Municipality will be accepted.

Evaluation uses the 80/20 preference point system: 80 points for price, 20 points for specific goals (B-BBEE, youth, women, disabled, etc.). Functionality assessment (100 points) is mandatory first stage: minimum 70% required to proceed. Functionality criteria: Experience in similar projects (30 points), Qualifications and competence of project team (30 points), Proposed methodology/work plan/technical approach (30 points), Youth employment and capacity building plan (10 points). Only tenderers scoring ≥70% on functionality advance to price and preference evaluation. Price scoring uses the formula: Ps = 80(1 - (Pt - Pmin)/Pmin), where Ps = points for price, Pt = tender price, Pmin = lowest acceptable tender price. Specific goals (20 points) are awarded based on B-BBEE level and other preference criteria as per Preferential Procurement Regulations 2022. Proof of claims (e.g., B-BBEE certificate, CSD registration) must be submitted with the bid.

Scope: Energy performance assessment, intervention planning, and implementation support under the EEDSM programme. Key deliverables: (1) Supply, delivery, and installation of 257 energy-efficient 100W LED street light luminaires (replacing inefficient units), (2) Extended baseline of all possible EEDSM projects in the municipality, (3) Shortlisted priority projects for the current financial year, (4) Detailed electricity consumption baselines for shortlisted interventions, (5) Consolidated Energy Audit Report, (6) Business Plan in DEE template with savings targets and cost estimates, (7) Monthly progress reports signed by the Municipal Manager, (8) Quarterly reports to DEE (September, December, March, June), (9) Support for independent Measurement and Verification (M&V) of energy savings. Technical requirements for LED luminaires: Nominal 100W (≤110W), 220–240V AC, 50Hz, power factor ≥0.95, driver efficiency ≥90% (replaceable), IP66, IK08 (IK09/IK10 preferred), luminous efficacy ≥130 lm/W, CRI ≥70, CCT 4000–5700K, L70/B50,000 hours, 5-year warranty. Compliance with SANS/IEC standards (e.g., SANS 10142, SANS/IEC 60598, IEC 62031, IEC 61347), OHSA, and municipal requirements is mandatory. Additional work: site verification, removal of old luminaires, functional testing, commissioning, defect correction, as-built documentation, asset register updates, and handover training. All materials must be new, unused, and sourced through authorised supply chains with local manufacturer support. Installation must include mounting brackets, clamps, glands, seals, and all accessories for complete operation.

Pricing must cover all costs: labour, supervision, transport, tools, access equipment, lifting gear, traffic accommodation, consumables, materials, testing instruments, waste handling, insurance, permits, health and safety compliance, and quality assurance. Unit rates for luminaires must include supply, delivery, removal of old fittings, installation, fixings, connectors, commissioning, and all incidental work unless separately measured in the Bill of Quantities. Payment is based on actual number of complete and accepted installations. Provisional items are paid only if instructed and verified. No additional claims will be entertained for minor consumables or standard installation effort. Tender validity period: 90 days after closing date. For bids above R10m, audited three-year Annual Financial Statements (AFS) must be provided.

Mandatory documents to submit: Central Supplier Database (CSD) registration report (detailed) to claim specific goals, valid company registration document (CIPC), SARS Tax Compliance Status (TCS) PIN or original Tax Clearance Certificate (certified copies not accepted), Certified B-BBEE Certificate (from registered accountant) or original Sworn Affidavit from Commissioner of Oath, relevant experience with reference letters, certified current municipal service accounts (water, electricity, rates) not older than three months or lease agreement, certified copies of ID documents of directors/owners. Additional requirements: Must be registered on the CSD. No bids accepted from persons in the service of the state or their associates (directors, shareholders, etc.). Must not be an advisor/consultant currently contracted with the municipality. All Municipal Bidding Documents (MBDs) must be fully completed. Consortia/Joint Ventures/Sub-contractors must each submit separate TCS certificates/PINs/CSD numbers. Foreign suppliers must complete the pre-award questionnaire (Part B:3). Failure to comply with any condition results in immediate disqualification.
