• Bids must be deposited in the bid box at Ground Floor Foyer, 270 Jabu Ndlovu Street, Pietermaritzburg no later than 15:00 on 10 February 2026.
• Each bid must be placed in a separate sealed envelope clearly marked with the bidder’s name, address, bid number and closing date.
• Upon delivery, the bidder (or courier/driver) must sign the official submission register at reception.
• All required official forms (SBD1‑SBD7 and annexes) must be completed on the provided templates – no re‑typing or redrafting is allowed.
• Bids must be complete, with every page initialed; use of correcting fluid or erasable pen is prohibited.
• No bids will be accepted by post, fax, email or electronic means, and no samples may be included in the submission.
• Late bids will be rejected; bids received after the closing time will not be considered.
• Failure to provide a valid Tax Compliance Status (TCS) PIN or CSD number, or to be registered on the Central Suppliers Database at the time of closing, will result in disqualification.

Four evaluation stages:

1. Administrative compliance – verification that all compulsory documents (Sections A‑O, annexes, CSD registration, TCS/CSD numbers, etc.) are submitted correctly. Non‑compliance leads to automatic rejection.
2. Functionality – bids are scored on how well the proposed training meets the TOR; a minimum qualifying score of 60% is required to proceed.
3. Preferential points – 80/20 preference point system applies (80 points for price, 20 points for specific goals such as HDI African ownership and KZN‑based location). Proof of specific goals must be attached to claim points.
4. Price negotiation – the department may negotiate price with the recommended bidder after the above stages.

Only firm prices (no exchange‑rate variations) are accepted.

Scope: Provide a Small Business Capacity Building (SBCB) intervention – Motor Mechanics Technical Skills Training for 25 MSMEs located in Ulundi and eDumbe Local Municipalities under Zululand District Municipality.

Duration: 3 months from contract signing.

Deliverables (as per TOR annexure):

• Design and delivery of motor‑mechanics training modules.
• Qualified trainers/facilitators (MER‑SETA accreditation required).
• Training materials, assessments and certification of participants.
• Monitoring and reporting on progress of the 25 MSMEs.

Standards: Training must comply with the relevant MER‑SETA qualifications and any specifications set out in Annexure A (Terms of Reference).

• Submit a firm pricing schedule (SBD 3.1 for purchases, SBD 3.3 for professional services); only firm prices accepted.
• Prices must include all applicable taxes (VAT 15% and any other statutory taxes) and all delivery costs.
• Offer validity: 60 days from the closing date.
• Provide a ceiling price based on total estimated time and expenses for the entire 3‑month project.
• Include travel expense rates (km, air‑travel, etc.) – only actual costs are recoverable with supporting invoices.
• Indicate whether prices are firm for the full contract period; if not, specify the adjustment basis (e.g., CPI).
• No exchange‑rate variations or contingent pricing will be considered.

• Tax compliance: Provide SARS Tax Compliance Status (TCS) PIN or printed TCS certificate; if unavailable, provide a valid CSD number.
• Central Suppliers Database: Must be registered on the CSD before the closing time; otherwise disqualified.
• No persons employed by the State (or close relatives) may be involved in the bid; disclose any such relationships.
• MER‑SETA accreditation for training facilitators, assessors and moderators must be attached.
• Preference points require proof of African ownership (ownership demographic schedule) and KZN‑based location (utility bill/lease, council letter, etc.).
• No specific B‑BEE, CIDB, or CIPC requirements are stated, but standard South African procurement compliance (CSD, tax, anti‑corruption) applies.
