• Submit one (1) signed original bid document and one (1) signed electronic copy on a USB drive or CD (PDF protected with a password).
• Include all required returnable forms: fully completed SBD 1, SBD 3.1, SBD 4, SBD 6.1 and SBD 7.2.
• Register on the Central Supplier Database (CSD) and provide CSD registration details.
• All submissions must be received by 09:00 on 29 January 2026. Late submissions will be rejected.
• Bidders may be given up to 2 working days to correct any omissions in the returnable documents.

Pre‑evaluation:

• Completion of required SBD forms and valid CSD registration.
• Failure to provide required documents may lead to disqualification after a 2‑day correction period. Technical evaluation (Stage 1):
• Minimum 70 points out of 100 required to proceed.
• Experience (max 60 points) – 5 reference letters = 60 pts, 4 = 48 pts, 3 = 36 pts, 2 = 24 pts, 1 = 12 pts, none = 0.
• Detailed proposal covering items in Section 2.3 (max 40 pts) – 100 % items ticked = 40 pts, 80‑99 % = 32 pts, 60‑79 % = 24 pts, 40‑59 % = 16 pts, <40 % = 8 pts, no proposal = 0. Price evaluation (Stage 2):
• Preference point system (80 % price, 20 % specific goals).
• Price score out of 80 points calculated using the tender formula (all taxes inclusive).
• Specific goals (max 20 points): 100 % black ownership = 20 pts, less than 100 % black ownership = 10 pts (supported by sworn affidavit or BEE certificate).

Scope: Supply and deliver preservation and conservation stationery and consumables for a 24‑month period.

• Provide supplier/distributor certificates where required.
• Indicate capacity (Yes/No) for each item listed in the detailed catalogue (spine covers, plastic sheeting, acid‑free papers, binding cloth, adhesives, tools, boxes, etc.).
• Quantities listed are total for the 24‑month contract; the appointed provider must deliver within a 90‑day turnaround time for each order unless otherwise agreed in the SLA.
• The NLSA may amend specifications, validity period or extend the closing date before the deadline.

• Pricing to be submitted per item as shown in the cost tables (quantity and unit cost).
• All prices must be inclusive of VAT.
• No upfront payment will be made by NLSA.
• Bid must remain valid for 90 days (extendable at NLSA’s discretion).
• No performance bond or guarantee is mentioned in the tender documents.
