Submit bids in person to the bid box at SANSA reception, Building 10, CSIR Campus, Meiring Naudé Road, Brummeria, Pretoria, 0087, during working hours (08h00-16h30). Late bids will not be accepted. Use original forms (do not re-type or convert from PDF). Use a two-envelope system: one for technical documents (including scanned copy on memory stick) and one for financial offer (Pricing Schedule and Form of Offer and Acceptance). Public bid opening will occur on 03 July 2026 after 11h00, where bidder names will be read out. Financial envelopes will not be opened at this time.

Evaluation uses the 80/20 preference point system: 80 points for price (lowest acceptable tender scores highest), 20 points for specific goals (10 points for 51% black ownership, 6 points for 40% black women ownership, 4 points for 51% black youth ownership). Proof of ownership (CSD report, CIPC registration, ID copies, share certificates, B-BBEE certificate/affidavit) must be submitted to claim points. Failure to submit proof results in zero points for specific goals. Bids are disqualified if mandatory documents (e.g., completed bid form, CSD summary report) are missing.

Scope: Renewal of ManageEngine software licenses. Required items: ManageEngine Endpoint Central Enterprise (300 computers, 10 users, Endpoint Security Addon for 300 workstations, Secure Gateway Server), ManageEngine ADAudit Plus (2 Domain Controllers), ManageEngine ADManager Plus (1 Domain, 500 User Objects, 2 help desk technicians), ManageEngine ServiceDesk Plus Enterprise Edition (20 technicians, 500 nodes, OnDemand). All licenses require annual subscription renewal from 17 July 2026. Bidders must provide a fully completed and signed bid document and CSD summary report.

Pricing must include all costs (travel, accommodation, VAT where applicable) with no unspecified costs. Payment is based on deliverables (proven progress) and invoices. Offer validity: 120 days from bid closing date. Pricing Schedule must be completed in black ink, with corrections initialed (no correction fluid). Submit one original and two hard copies of the bid document, and one original financial offer. Financial offer must be in a separate sealed envelope.

Mandatory: CSD registration with compliant tax status (not applicable to international bidders). Tax Compliance Status (TCS) PIN or CSD number must be provided. Submit: SBD1 (Bidder’s Information), Certificate of Authority of Signatory, SBD4 (Bidder’s Disclosure), SBD6.1 (Preference Points Claim Form), SCC, GCC, and Statement of Compliance to Scope of Work. Proof of B-BBEE status (certificate or sworn affidavit) required for specific goals. Consortia/joint ventures must submit separate TCS certificates/PINs/CSD numbers for each party. No bids accepted from state employees or entities with state-employed directors/members.
