Mandatory returnables: (1) one soft copy of the original response (max 30 pages, Arial 11), (2) signed integrity declaration form (Annexure B), (3) company profile and relevant experience, (4) company registration documents, (5) credit rating documentation, (6) contactable references, (7) proof of registration with a recognised professional body, (8) original/certified B-BBEE verification certificate, (9) original/certified tax clearance certificate, (10) audited financial statements (last 18 months or last year if unavailable), (11) CSD number, (12) pricing inclusive of VAT. Failure to submit the original response, copies, or integrity declaration form will disqualify your bid. B-BBEE certificate omission will not disqualify but will impact scoring. Criteria: Funding Structure (30%: debt mechanics, refinancing, liquidity), Lender/Investor Engagement (20%: stakeholder identification, loan structures, consent processes), Credit Rating Impact (20%: approach, ratings agency experience), Team Experience (15%: years in large-scale financing), Relevant Transaction Experience (15%: past 5 years). (2) Preferential procurement (80/20 principle): Price (80 points), B-BBEE status level (20 points) per PPPFA. Only technically qualifying tenderers proceed to stage 2. General rules: Open to recognised financial advisory firms with relevant experience. Tenderers must not be on international sanctions lists or have the nationality of a sanctioned country.
