• The tender documents must be uploaded under the correct categories (Technical, Commercial, Finance, etc.).
• All documents must be submitted in PDF and Excel format. File size limit is 50MB per file, with a total submission limit of 900MB.
• The price list must be submitted in PDF and Excel format.
• Zip or condensed files are not allowed.
• Hard copy submissions will not be accepted.
• If resubmitting a tender, only the latest version will be accepted; previous submissions will be void.
• Ensure the submission status is indicated as 'complete'.
• Mandatory tender returnables must be submitted by the stipulated deadlines. Failure to do so will result in the tender being deemed non-responsive.
• Tender validity period is 12 weeks.
• Tenderers must confirm their intention to attend the clarification meeting with NTCSA Representative, providing names, positions, and contact details of attendees.

• Tenders will be evaluated based on functionality/technical criteria, price, and specific goals (B-BBEE).
• Minimum technical threshold is 70% weighted score.
• Price will be scored out of 80 points.
• Specific goals (B-BBEE) will be scored out of 20 points.
• Tenders will be ranked based on the combined score of price and specific goals.
• Failure to submit proof for specific goals will result in a score of 0 for that goal, but will not lead to disqualification.
• Compliance with Employment Equity Act requirements must be proven if the tenderer is a designated employer.

The project involves civil works for the replacement of Current Transformers (CTs) at various substations in the East Grid.

Scope of Work includes:

• Modification of existing foundations.
• Excavation around existing foundations.
• Steelwork: Support to remain in place and treated with anti-rust agent if required.
• Yard stone: Reinstatement of yard stone where applicable.

Specific substations involved:

• Avon Substation
• Bloedrivier Substation
• Impala Substation
• Mersey Substation
• Tugela Substation

Detailed scope of work is to be read in conjunction with specific drawings for each substation.

All construction must be carried out in accordance with Eskom’s Safety, Health, and Environmental Specification.

Payment Terms:

• For contracts valued below R50,000,000 (incl. VAT): Payment within 30 days of receipt of undisputed invoices.
• For contracts valued above R50,000,000 (incl. VAT): Payment terms to be confirmed.

• CSD Registration: A valid CSD number or CSD report is required.
• Tax Compliance: A valid tax clearance certificate or SARS e-filing PIN is required for local tenderers. Foreign tenderers without a South African footprint do not require proof of tax compliance but must complete SBD1.
• COIDA: Original certificate of good standing or proof of application from the Compensation Fund or a licensed compensation insurer is required (South African tenderers only).
• CIDB Grading: Mandatory CIDB Grading of 4CE.
• Local Content: For Cement, a 100% local content threshold applies. SBD 6.2 Declaration Form and Annex C are mandatory.
• Employment Equity Act: Proof of compliance, including submission of the Employment Equity report to the Department of Labour, is required for designated employers (South African tenderers only).
• Project Stability Undertakings: Commitment to social upliftment, job creation, skills transfer, local SMME inclusion, local procurement, enterprise development, and Corporate Social Investment (CSI) initiatives.
• Industrial Relations: Compliance with applicable Industry Agreements (BCCEI, MEIBC, NBCEI), recruitment, accommodation, transportation, and termination of contracts must adhere to Eskom's policies and procedures.
• Health and Safety: Compliance with the Occupational Health and Safety Act and Construction Regulations is mandatory. This includes appointing competent persons, developing H&S plans, conducting risk assessments, and adhering to life-saving rules.

• Tenders will be evaluated based on functionality/technical criteria (100% weighting, 70% threshold), price (80 points), and specific goals (20 points).
• Functionality requirements are detailed in a separate technical evaluation document.
• B-BBEE status levels will be awarded points as follows: Level 1 (20 points), Level 2 (18 points), Level 3 (14 points), Level 4 (12 points), Level 5 (8 points), Level 6 (6 points), Level 7 (4 points), Level 8 (2 points), Non-Compliant (0 points).
• Objective criteria may be included for contract award, aligning with the PPPFA.
• Mandatory returnables must be submitted by the deadline; failure to do so will result in non-responsiveness.
