24-Month scrap ferrous metal removal contract at lethabo power station

• Deadline: 06 July 2026 at 10h00. Late submissions will not be accepted.
• Upload documents under specific folders: Technical, Commercial, Financial, and other.
• Format: All documents must be in PDF and Excel format. File limit is 50MB per file; total submission limit is 900MB.
• No Zip or compressed files are permitted. Hard copies will not be accepted.
• If resubmitting, only the latest version will be accepted; previous versions are void.
• Ensure the submission status is marked as 'complete'.
• Mandatory returnables must be fully completed and signed; failure to do so results in disqualification.
• Non-disqualifiable returnables must be submitted by the deadline; if incomplete, a 5-working-day rectification period may be granted upon written request.
• Returnables required for evaluation (e.g., Annexure A-H) must be submitted at closing; failure to do so results in a score of zero but not disqualification.

The tenderer must submit the returnable set out hereunder as part of its tender at the stipulated deadline.

• Returnable required at Tender closing (disqualifiable): These returnable are required to be fully completed, signed (if required on the returnable) and submitted with the tender at Tender closing date and time. If not fully completed, signed (if required on the returnable) and/or submitted by tender closing, the tenderer will be disqualified. ** Returnable required at Tender closing (non-disqualifiable): These returnable are required to be fully completed, signed (if required on the returnable) and submitted with Tender at Tender closing date and time; however, if not submitted by Tender closing, or submitted with incomplete information or without a required signature, the Procurement Practitioner will, in writing, request the tenderer to submit the returnable within 5 working days. If the returnable is not fully completed, signed if required and/or received by the Procurement Practitioner within 5 working days of the request, the tenderer will be disqualified. # Returnables required at Tender Closing date and time for evaluation: These returnables are required to be submitted at tender closing date and time. These returnables will not be requested by the Procurement Practitioner. A tenderer that does not submit the required returnable at stipulated deadline or submits an incomplete returnable; will not be disqualified but will score zero.

• Pricing: Scored out of 80 points. Evaluated on an exclusive-of-VAT basis, corrected for arithmetic errors, excluding contingencies, and adjusted for variations/deviations. Net Present Value comparison may be used.
• Specific Goals: Scored out of 20 points in accordance with PPPFA 2022. Failure to provide evidence results in 0 points for that goal but does not cause disqualification.
• Ranking: Uses the 80/20 system (Pricing + Specific Goals). Suppliers are ranked from highest to lowest total score.
• Unconditional discounts are considered for evaluation; conditional discounts are only implemented at payment.
• Contractual requirements are assessed after evaluation and ranking, not as part of the scoring criteria.

• Scope: Purchase and removal of scrap ferrous metal (Steel, Sub-Grade, CT's, VT's, Steel Cages, Porcelain, Rubber, Recloser/Breakers, Insulators, Isolators, and line hardware) at Lethabo Power Station on an "as and when" required basis for 24 months.
• Weighing Process: The successful tenderer must weigh their vehicle empty and produce a weighbridge certificate before loading. An Eskom representative must accompany the dealer to the weighbridge for the loaded weight.
• Payment: Based on actual weight at the end of each month's collections.
• Site Access & Permits:

• All truck drivers must obtain a valid Induction Permit.
• All trucks must have a valid vehicle permit and be roadworthy.
• Cutting equipment must be declared at the Security Gate and authorized by the Site Manager.
• A Safety File must be approved before work commences.

• Operational Requirements:

• Green colour-coded skips may be requested for high-volume areas.
• During outages, daily collection (including weekends) is required.
• All loading must be supervised by an Eskom Site Agent.
• No littering or rubble left on site; waste collection facilities must be provided.
• Any oil spills must be rehabilitated by the tenderer.

• Weighing: Vehicles must be weighed empty before loading and again when loaded, accompanied by an Eskom representative. The resulting weighbridge certificate must be authorized and sent to the Asset Disposal Officer.
• Collection: During outages, daily collection is required, including weekends. All loading must be supervised by an Eskom Site Agent.

• If subcontracting, the following must be provided for the main sub-contractor: Name, CIPC registration/disclosure, VAT number, CIDB registration/grade, proposed scope of work, and full contact/address details.

• Material Classifications: Heavy Metal (ITAC 201), Subgrade (ITAC 215), and Contaminated/Mixed (ITAC 280).
• Pricing Method: Submit the quoted ITAC percentage for each material type. The final price per transaction is the ITAC price multiplied by the quoted percentage.
• Evaluation Focus: Evaluation is primarily based on ITAC Code 280 (Contaminated) and ITAC Code 215 (Subgrade).

• Pricing Format: Submit ITAC percentages for material classifications: Heavy Metal (Code 201), Subgrade (Code 215), and Contaminated/Mixed (Code 280).
• Calculation: Rand price = Quoted ITAC percentage × ITAC price.
• Evaluation Basis: Based on ITAC Code 280 (Contaminated) and ITAC Code 215 (Subgrade) based on historic collections.
• Terms: Prices must be exclusive of VAT. Payment is made based on actual weight at the end of the month's collections.
• Eskom reserves the right to negotiate with preferred bidders if prices are not market-related.

• Mandatory: Proof of valid and current CSD registration (CSD report or MAAA number).
• Tax Compliance: Local tenderers must provide a SARS e-filing PIN. Foreign tenderers without a SA footprint must provide a certified tax clearance certificate.
• B-BBEE: Submit a B-BBEE Affidavit (DTI template) or a B-BBEE Verification Certificate from an accredited agency.
• Company Registration: Submit CIPC/CIPRO documents or a declaration of shareholding/directorship.
• Industry Specific: Valid and current Second-hand Goods Act certificate from SAPS/License (for scrap dealers/recyclers).
• Safety/Health: Valid COIDA certificate of good standing (South African tenderers only) and a completed Safety and Environmental File.
• Eligibility: Tenderers must not be on the National Treasury restricted list, the Tender Defaulters list, or have a conflict of interest. Subcontracting 100% of the scope is prohibited.

• B-BBEE Affidavit (DTI Template) or a B-BBEE Verification Certificate from an accredited agency is required to confirm the entity's contribution level.

• Compliance: All work must comply with the OHSA Act. A Safety File must be approved before work begins.
• Documentation: A valid COIDA certificate of good standing (or proof of application) is required for South African tenderers.
• Site Safety: Induction and work permits are required. Portable fire fighting equipment must be available during cutting operations.
• Environmental/Site Conduct: No littering; rubble must be removed; oil spills must be rehabilitated by the tenderer; no accommodation is allowed on site.

• Environmental documents may be required as per the scope.
• A Safety and Environmental File is compulsory before work starts.
• Tenderers are responsible for rehabilitating any oil spills caused during the work programme.

• Eligibility: Tenderers must not be from countries on international sanctions lists. This applies to subcontractors and suppliers.
• Multiple Submissions: Tenderers cannot submit more than one tender individually or as a JV partner, except on the E-Tendering system where multiple submissions for the same tender number are allowed up to a 900MB limit.
• Joint Ventures: Must provide a valid JV agreement explicitly stating that all parties are jointly and severally liable for contract execution.

• Eskom reserves the right to negotiate with preferred bidders if prices are not market-related.
• Subcontracting to a subsidiary is discouraged to prevent fronting; if used, it must be declared.
• The Tender Data takes precedence over Standard Conditions of Tender in case of ambiguity.

• Tenderers must meet all eligibility criteria stated in the Tender Data.
• Tenderers or their principals must not be under any restriction to do business with Eskom or other State-Owned Companies.

• Pricing (80 points) and Specific Goals (20 points) are evaluated using the 80/20 system.
• Price evaluation considers VAT-exclusive rates, arithmetic corrections, and Net Present Value (NPV) adjustments for risk and exchange rates.
• Unconditional discounts are included in evaluation; conditional discounts are only applied at payment.
