Minimum CIDB grading of 8ME or higher required. Joint ventures permitted if: all members are CIDB-registered; lead partner has minimum 7ME grading; combined grading meets 8ME or higher; lead partner not lower than one level below required grading. Bidders must not be persons in the service of the state (Regulation 44 of LG: Municipal SCM Regulations). Tax matters must be in order (valid SARS PIN via MBD 2 form). Municipal accounts must not be in arrears for more than 3 months for the company or any director. Functionality evaluation: minimum 80/100 points required to proceed to price and preference evaluation. Evaluation criteria: Price (90 points), Specific Goals (10 points). Functionality scoring: Company Experience (30 points), Expertise of Key Staff (35 points), ISO 9001 Accreditation (25 points), Financial Capacity (10 points). Non-compliance with mandatory requirements (e.g., missing documents, incomplete forms, failure to attend briefing) results in disqualification. Penalties for fraudulent preference claims include contract cancellation, financial penalties, or 5-year blacklisting.

Supply, delivery, and installation of pumps at ERWAT wastewater care works on an 'as and when required' basis for 36 months. Scope includes mechanical work (primary), with possible civil, electrical, and control & instrumentation aspects. Sub-contractors must have sufficient CIDB grading for their portion of the contract. Joint ventures allowed if: all members are CIDB-registered; lead partner has minimum 7ME CIDB grading; combined grading meets 8ME or higher; lead partner not lower than one level below required grading. Key personnel requirements: Construction Project Manager (NQF 7 in Mechanical Engineering or Construction Management + valid SACPCMP registration), Site Engineer/Agent (NQF 7 in Mechanical Engineering + valid ECSA PrEng/PrTech registration), Construction Health & Safety Officer/Manager (NQF 6 in Safety Management or Environmental Studies + valid SACPCMP registration), Fitter/Rigger/Electrician (QCTO-accredited trade test certificates). Proof of experience in similar projects (water/wastewater treatment works or industrial applications) required, with minimum project value of R5 million per reference.

Pricing in ZAR. Fixed and firm for the first 12 months; annual increments based on MBD 3.2 pricing structure. Rate-based tender. Performance Guarantee required from successful bidder (letter of intent from an approved insurer at SLA stage). Bidder must provide proof of financial capacity (bank letter with FSCA/NCR-accredited institution rating: A=10, B=8, C=6, D=4, E or lower=0). ERWAT may request written evidence of financial, labour, and resource adequacy. Payment terms negotiated at contract close-out. ERWAT reserves the right to determine market-related rates. Lowest bidder not necessarily accepted. Electronic and hardcopy submissions must be identical; hardcopy is legally binding.

B-BBEE Verification Certificate (or Affidavit signed by Commissioner of Oaths). Proof of SARS tax status (valid PIN via MBD 2 form). Municipal rates/taxes clearance (not older than 3 months) for company and all directors. Joint Ventures: JV Agreement + all supporting documents. Sub-contractors: CIDB grading proof for their scope. Professional registrations (SACPCMP, ECSA, QCTO) must be valid and in good standing. Foreign qualifications must be SAQA-accredited.
