Required forms: MBD1 (General Declaration), MBD3.1 (Pricing Schedule), MBD4 (Declaration of Interest), MBD5 (Declaration for Procurement Above R10M), MBD6.1 (Preference Points Claim), MBD8 (Past SCM Practices), MBD9 (Certificate of Independent Bid Determination). Evaluation occurs in three phases: Phase I (Initial Screening): CSD registration verification (business details, tax compliance, tender default status, etc.). Administrative checks include valid SARS TCS PIN, municipal rates/taxes clearance (proof not older than 3 months), and completed/signed MBD forms (excluding MBD7). Joint ventures/consortia require separate TCS/CSD for each party + signed teaming agreement. Phase II (Functionality): Minimum score required to proceed. Criteria include: Experience in Water Use Licence auditing/wastewater systems (0-50 points based on reference letters/completion certificates); Project Leader qualifications (ECSA/SACNASP registration + project experience: 50 points for 4+ projects, 40 for 3, 30 for 2, 20 for 1, 0 for none). Phase III (Price/Specific Goals): Financial proposals evaluated only if Phases I and II are passed. Points awarded for price and specific goals (B-BBEE, local content, etc.) per MBD6.1. Bids failing to meet mandatory requirements (e.g., professional registrations for Lead Inspectors) are disqualified. ERWAT reserves the right to verify all documents and negotiate rates.

Scope: Conduct comprehensive Water Use Licence/General Authorisation audits and develop water quality status reports for 19 ERWAT Water Care Works (17 in Ekurhuleni, 2 in Lesedi) over 36 months. Deliverables: (1) Annual Water Use Licence audits assessing compliance with legislative standards, licence conditions, monitoring (effluent, up/downstream, sludge, groundwater, bio-monitoring), incident reporting to DWS, sludge/stormwater management, and support services. (2) Annual water quality status reports including plant performance analysis (statistical data), catchment descriptions (geology, land use, socio-economic status), wastewater load contributions, trend graphs, malfunction summaries, and improvement recommendations. (3) 2 electronic + 2 hard copies of final reports per plant (format requires ERWAT approval). (4) Annual workshops presenting findings to drainage districts. (5) Annual ERWAT overview report/presentation for Drainage District Managers and Executive Manager. Team requirements: Project Leader (ECSA/SACNASP registered, not a Lead Inspector) + 4 Lead Inspectors (1 per drainage district, SACNASP/ECSA registered). Additional requirements: Notify ERWAT 3 days before site assessments, wear PPE (overalls, safety boots), comply with ERWAT safety rules, report to the office prior to site walkabouts, and provide qualifications/registration certificates for all team members. Knowledge of Green Drop requirements (WUL, W2RAP) is mandatory. All data and reports remain ERWAT’s property; no information may be shared without approval.

Pricing: Rate-based, inclusive of 15% VAT. Payment terms: 30 days from receipt of valid invoice/tax invoice and statement. Invoices must include an official ERWAT order number and comply with the VAT Act. ERWAT reserves the right to negotiate rates. Financial proposals are evaluated in Phase III (price and specific goals) only if the bid passes Phase I (compliance) and Phase II (functionality, minimum score required). Evidence for specific goals (e.g., B-BBEE, military veteran status, disability) must include CK documents, CSD reports, ID documents, MV force numbers, municipal accounts/lease agreements, or medical proof of disability. Standard payment terms apply unless otherwise agreed in the SLA.

Mandatory: CSD registration (MAAA number), valid SARS TCS PIN or tax clearance certificate (verified via CSD/e-Filing). Municipal rates/taxes clearance (proof not older than 3 months) for the company and all directors. For leased premises: valid lease agreement + SAPS affidavit. For traditional lands: recent Tribal Authority letter + SAPS affidavit. Joint ventures/consortia: separate TCS/CSD for each party + signed teaming agreement. B-BBEE certificate and CIPC registration required for preferential procurement points. Professional registrations (ECSA/SACNASP) must be valid and in good standing for Project Leader and all 4 Lead Inspectors. All foreign qualifications must be SAQA-accredited. Bid defaulters (per Prevention and Combating of Corrupt Activities Act) are disqualified. No bids accepted from persons in the service of the state, state advisors/consultants with conflicts of interest, or entities with directors in state service. Foreign suppliers must complete the pre-award questionnaire (MBD1) if they have no tax obligations in SA. All required MBD forms must be submitted.
