Required returnable documents: Company Registration (CIPC), CSD Report/Number, Tax Compliance Status PIN (or Tax Clearance Certificate), Valid B-BBEE Certificate or Affidavit (for EMEs/QSEs), SBD Forms (1, 3.3, 4, 6.1), Annexure 5 (General Conditions of Purchase), Annexure 6 (POPI Consent Forms). Joint ventures must submit combined B-BBEE certificates and individual tax compliance documents for each member. Failure to submit required documents may lead to disqualification. Bids must be firm (no price adjustments) and include VAT if registered. VAT declaration is mandatory. Use official forms without alterations.

Evaluation follows a two-stage process: Stage 1 (Pre-Qualification) checks returnable administrative documents. Stage 2 (Price and Specific Goals) scores bids using the 80/20 preference point system: 80 points for price (lowest bid scores highest), 20 points for B-BBEE Status Level (Level 1 = 20 points, Level 2 = 18 points, etc.). Total possible score: 100. Bidders must submit SBD 6.1 to claim B-BBEE points. Non-compliant B-BBEE contributors score 0 for B-BBEE but remain eligible for price points. Sub-contracting >25% to a non-qualifying enterprise may forfeit B-BBEE points unless the sub-contractor is an EME.

Scope: 12-month contract for recruitment response handling services. Deliverables: Receive, capture, and screen electronic applications for advertised positions. Verify all required documents per application. Prepare a Master List per position indicating compliance. Provide three candidate schedules per position: fully compliant, partially compliant, non-compliant. Prepare shortlist files and assist HR in compiling interview shortlists. EWSETA HR will provide support upon contract commencement. Quality assurance: Governed by a signed Service Level Agreement (SLA). Staff must maintain independence, confidentiality, and objectivity, attesting to this via the EWSETA SLA confidentiality clause. Contract may be renewed month-to-month based on capacity needs.

Submit a pricing schedule on company letterhead marked 'Financial Proposal'. Include cost per position (excl. and incl. VAT) for: Executive, Manager/Specialist, Practitioner/Officer, Administrator/Interns, Board positions. Provide Total Excl. VAT, VAT amount, and Total Incl. VAT. Rates apply per request over the 12-month period; no guaranteed volumes. Only firm prices accepted. VAT-registered bidders must include VAT; failure to do so results in disqualification. Complete the VAT declaration (Yes/No + VAT number if applicable). Pricing schedule must be fully completed without alterations. Joint ventures must indicate percentage involvement of each member.
