Late submissions are automatically rejected. • All bids must be on the official sbd forms (sbd 1, 3.1, 4, 6.1) And signed as required; the financial proposal must be on separate company‑letterhead and include the compulsory pricing schedule. • Returnable administrative documents (stage 1) – company registration (cipc), csd number/report, tax pin/tcc, valid b‑bbee certificate or affidavit, popi consent form, and signed general conditions (annexure 5). Missing documents will not disqualify at pre‑qualification but must be supplied before award. • Submission requirements (stage 2) – proposal must follow the prescribed table of contents and include the financial proposal in the format set out in section 4.4. • Disqualification risks – late delivery of items (after 18 feb 2026 12:00), failure to meet design/specification standards, non‑firm pricing, incomplete VAT declaration, or non‑compliance with tax, csd or b‑bbee documentation.
