Evaluation follows a four-stage process:

• Stage 1: Mandatory Requirements – Automatic disqualification if facilitator or company accreditation proofs are missing.
• Stage 2: Pre-Qualification Criteria – Returnable administrative documents (e.g., CIPC, CSD, B-BBEE, tax clearance, SBD forms). Bidders not disqualified here but must submit all documents prior to award if recommended.
• Stage 3: Functionality Criteria – Minimum 70% score required to proceed to Stage 4. Scoring breakdown:

• Company Experience: Reference letters (30 points max; 3 letters = 30, 2 = 20, 1 = 10, none/unsatisfactory = 0). Letters must be <5 years old, on client letterhead, and include client name, work title, year, reference contact details, and quality of service.
• Facilitator Experience: 5+ years in SCM/public procurement training = 20 points; 2-3 years = 10 points; <2 years/none = 0.
• Facilitator Qualifications: Honors/Post Grad (NQF L8) in SCM, Public Procurement, or related fields = 20 points; Degree/Advanced Diploma (NQF L7) = 10 points; none = 0. Certified copies required; foreign qualifications need SAQA evaluation.
• Training Methodology: Must demonstrate understanding of public sector SCM principles, roles/responsibilities, structured delivery (workshops, case studies), implementation plan, and realistic timelines (30 points max).

• Stage 4: Price and Preference – 80/20 preference point system:

• Price: 80 points (formula: Ps = 80*(1 - (Pt - Pmin)/Pmin)).
• B-BBEE: 20 points (Level 1 = 20, Level 2 = 18, Level 3 = 14, Level 4 = 12, Level 5 = 8, Level 6 = 6, Level 7 = 4, Level 8 = 2, Non-compliant = 0).

The service provider must deliver accredited SCM and procurement training for EWSETA officials. The scope includes three training streams:

• SCM Functional Areas Training:

• Covers the six SCM elements: Demand Management, Acquisition Management, Logistics Management, Disposal Management, Risk Management, Performance Management.
• Includes applicable legislative frameworks: PFMA, Treasury Regulations, PPPFA, and Preferential Procurement Regulations.
• Intended for: SCM officials, stakeholders, and managers involved in procurement oversight.

• Bid Committee Training:

• Focuses on governance, roles, responsibilities, and operational effectiveness of Bid Specification Committees (BSC), Bid Evaluation Committees (BEC), and Bid Adjudication Committees (BAC).
• Includes: Specification development, evaluation methodologies, preference point systems, bid evaluation/adjudication procedures, compliance checks, bid validity, conflict of interest management, ethical conduct, reporting requirements, and prevention of irregular/fruitless expenditure.
• Intended for: BSC/BEC/BAC members, SCM officials, and executives.

• End User/Project Manager Training:

• Covers procurement planning, requisition processes, demand management, contract management, supplier performance monitoring, procurement compliance, roles of end users, and record-keeping.
• Intended for: End users, project/contract managers, and line managers.

Training Delivery Requirements:

• Instructor-led sessions with practical workshops and case studies.
• Provide training manuals, learner materials, attendance registers, and certificates of attendance/completion.
• Submit training reports.
• Training will be conducted physically at a venue arranged by EWSETA (logistics and costs covered by EWSETA).
• Duration: 12 months, on an as-needed basis.

• Pricing must be submitted on the provided pricing schedule (company letterhead) as a cost per delegate, exclusive of VAT, for each of the three training streams:

• SCM Functional Areas Training.
• Bid Committees Training.
• End User/Project Manager Training.

• All prices must be quoted in South African Rand (ZAR), inclusive of all direct/indirect costs, and fixed for the duration of the contract. No price escalation is permitted.
• Additional costs not included in the pricing schedule are for the bidder’s account.
• VAT-registered bidders must include VAT in their pricing; submitting without VAT will lead to disqualification. A VAT declaration is required.
• Payment Terms:

• Payment will be made upon successful completion of training and submission of deliverables: signed attendance registers, training material, certificates, final training report, and valid tax invoice.
• Payment processed within EWSETA’s standard payment period (undertakes to pay within 30 days of a valid invoice).

• No upfront payments will be made.

• Mandatory for all bidders:

• Service-specific requirements:

• Stage 1 Mandatory: Proof of facilitator accreditation with a recognised SCM/procurement professional body, and proof of company accreditation with a recognised training body (e.g., SETA, SAQA).
• Facilitator qualifications: Certified copies of highest qualifications in SCM, procurement, logistics, commerce, public administration, finance, or related fields. Foreign qualifications require SAQA evaluation.

• General: Bidders must confirm compliance with Preferential Procurement Regulations 2022. Persons in the service of the state, or companies with directors/members in the service of the state, are not eligible.
