Evaluation occurs in three stages: (1) Compliance with mandatory and non-mandatory requirements, (2) Functionality (minimum 75/100 points required), and (3) Price and specific goals (80/20 preference point system). Mandatory requirements: CIDB registration (1–3GB+, 1–3ME+, 1–3EB+, 1–3EP+, 1–3SQ+, 1–3SO+, or 1–3SF+), valid CRS number, COIDA Letter of Good Standing, tax compliance (SARS PIN or CSD), and submission of all returnable documents. Non-mandatory but scored criteria: Free State locality (20 points), past project experience (30 points, scaled by project value and CIDB grade), key staff qualifications (25 points, based on NQF levels and post-qualification years), financial capacity (15 points, cash flow thresholds: R30,000 for Grade 1, R200,000 for Grade 2, R300,000 for Grade 3+), and Health & Safety (10 points: valid OHS file + CVs of preparer and H&S Officer). Disqualifiers: failure to meet mandatory requirements, late/incorrect submission, incomplete/unsigned documents, conflict of interest, or fraudulent/collusive practices. For awarded projects, the 80/20 system applies: 80 points for price, 20 points for specific goals (e.g., B-BBEE status, SMME, disability).

Scope: Registration on a 3-year panel of construction contractors to execute projects on a need basis for the Free State Department of Social Development. Classes of work: General Building (GB), Mechanical (ME), Electrical Building (EB), Electrical External (EP), Fencing (SQ), Plumbing (SO), Fire Prevention & Protection Systems (SF). CIDB grading required: 1–3GB+, 1–3ME+, 1–3EB+, 1–3EP+, 1–3SQ+, 1–3SO+, or 1–3SF+. Work types: New construction, renovations, refurbishments, auxiliary building works, repairs, servicing industrial equipment, electrical upgrades/maintenance/COCs, plumbing maintenance (pipelines, valves, manholes, testing). Remuneration: Based on priced Bill of Quantities for issued tasks. Framework agreement terms apply; no guaranteed quantum of work. Pricing: Individual project quotations will be requested on a need basis using a Bill of Quantities. Payment: Based on work completed and verified by the Department’s project manager. Financial capacity proof required: Bank statement (not older than 6 months) showing cash flow of at least R30,000 (Grade 1), R200,000 (Grade 2), or R300,000 (Grade 3+), OR a letter of commitment from a National Credit Regulator-accredited service provider. Performance security may be required for awarded contracts (details in GCC/SCC). Payment terms: Invoices must be accompanied by delivery notes; payment within 30 days of invoice submission. Prices must remain fixed unless adjusted per SCC or bid validity extensions.

Mandatory: Valid CIDB registration in one of the 7 specified classes (1–3GB+, 1–3ME+, 1–3EB+, 1–3EP+, 1–3SQ+, 1–3SO+, or 1–3SF+) with active CRS number. Additional: Proof of qualifications and experience for key staff (CVs + certified copies of NQF Level 6 for Construction Manager, NQF Level 5 for Construction Supervisor). Health & Safety: Valid OHS file (compliant with OHS Act 85 of 1993) + CV of preparer and intended H&S Officer.
