Submit sealed bids marked 'Bid No.: GKM 48-25/26 RIDE ON ROAD MARKING MACHINE WITH BOOSTER' to the tender box at Reception Area, 75 Hope Street, Kokstad by 02 June 2026 at 12H00. Late, emailed, faxed, or telegraphic bids will not be accepted. Bids must be submitted on official forms (not retyped). Use black ink; no correcting fluid. All pages must be checked for completeness. Each bid must be in a separate sealed envelope with bid number and closing date. Courier deliveries must be inserted directly into the tender box by the courier. Bidders are responsible for ensuring their bids are placed in the marked tender box. Bids will be opened in public after closing time. Prices must be firm, inclusive of all taxes, and valid for 120 days from closing date. Prices must be carried over to MBD 1; omission will lead to disqualification. Mandatory returnable documents: CSD report (not older than 3 months) or valid CSD number on MBD 1; proof of good standing for municipal rates/taxes (company and each director); signed JV Agreement (if applicable) with lead partner and shareholding; separate MBD 4, MBD 8, MBD 9 forms for each JV partner or combined forms with all directors listed. All partners must be CSD registered and tax compliant.

Evaluation occurs in two stages. Stage 1: Functionality (60 points). Minimum threshold: 36/60. Criteria: Proven track record with road marking machines. Points awarded as follows: 5+ signed appointment letters/purchase orders + reference letters = 60 points; 4 = 48 points; 3 = 36 points; 2 = 24 points; 1 = 12 points. Only projects with both signed appointment letter/order AND signed reference letter qualify for points. Bidders scoring below 36 are disqualified. Stage 2: 80/20 Preferential Point System. 80 points for price (calculated as Ps = 80(1 - (Pt - Pmin)/Pmin), rounded to 2 decimal places). 20 points for specific goals: Goal 1 - Ownership (max 10): 50%+ black ownership = 5 points; 50%+ black youth = 2; 50%+ disability = 1; 50%+ black women = 2. Goal 2 - RDP (max 10): Business in KZN = 10; outside KZN = 5. Required documents: Detailed CSD for ownership goals; medical certificate/disability grant approval/SASSA letter for disability; Section J for RDP. Failure to submit required documentation forfeits specific goal points but does not disqualify the bid. Total points (price + specific goals) must not exceed 100.

Booster specs: 200cc (Pull Start), Fuel Capacity 3.6L, Weight 125 Kg, Dimensions 82x150x95 cm. Delivery: Within 14 days of purchase order receipt to Greater Kokstad Municipality Traffic Department. Training: Onsite, must be completed within 7 days of delivery before invoicing. Quality assurance: Equipment must comply with specifications; Municipality reserves right to inspect/test on delivery. Non-compliant equipment will be rejected. Packaging: Securely packaged to prevent transport damage. Warranty: Minimum 12-month warranty; supplier must repair/replace defective components within 10 working days. Spare parts availability must be confirmed. Performance monitoring: KPIs include product compliance (20%), on-time delivery (20%), training completion (20%), equipment functionality (20%), after-sales support (20%). Penalties: Written warnings, 2.5%-5% invoice deductions, or contract termination for non-performance.
