Submit bids exclusively via the E-Tender portal. Bids must be delivered by the closing date and time (11 June 2026, 11:00 AM). Late submissions will be rejected. Use only the official forms provided—do not retype, redraft, or alter them. Each bid must be in a separate sealed envelope with the bid number, closing date, and bidder’s name and address clearly marked. Bids sent by post, courier, fax, or telegraph will not be accepted. Bids must be complete; alterations must be initialed, and correcting fluid is prohibited. Bids will be opened in public shortly after closing. Non-compliance with submission rules may result in disqualification. BMA reserves the right to: accept bids in whole or in part, request further information, verify documentation, call for presentations, negotiate terms, or withdraw/amend bid conditions. Service providers may not use non-South African employees unless vetted and holding a valid work permit; non-compliance may lead to contract termination. BMA does not support fronting and expects adherence to principles of transparency, fairness, and legality.

1.1. Bids must be delivered by the stipulated time to the correct address. Late bids will not be accepted for 1.2. Evaluation uses the 80/20 preference point system: 80 points for price and 20 points for specific goals (B-BBEE ownership). Price points are calculated using the formula: Ps = 80(1 - (Pt - Pmin)/Pmin), where Ps is the points scored, Pt is the tender price, and Pmin is the lowest acceptable tender price. Specific goals (20 points) are awarded for B-BBEE ownership as follows: Black ownership (max 10 points: 100% = 10, ≥51% and <100% = 5, >0% and <51% = 2, 0% = 0), Women ownership (max 7 points: 100% = 7, ≥51% and <100% = 5, >0% and <51% = 2, 0% = 0), Youth ownership (max 3 points: 100% = 3, ≥51% and <100% = 2, >0% and <51% = 1, 0% = 0). Mandatory compliance includes: SAHPRA accreditation for medical device supply chain activities, tax compliance (TCS PIN or CSD registration), no ties to South African state employment, submission of all required SBD forms, and B-BBEE certificate/affidavit. Disqualifiers include late submissions, incomplete documentation, use of non-original forms, evidence of collusion/fraud/fronting, or failure to disclose conflicts of interest.

Supply and deliver Ebola-relevant PPE as per the following specifications: Each box must contain: N95 Mask x1, Disposable Theatre Suit x1, Disposable Gloves x1 pair, Surgical Gloves x1 pair, Disposable Plastic Apron x1, Dust Goggles x1 pair, Uvex Classic Gown (Size XXL) x1, Disposable Theatre Boots x1 pair, Disposable Balaclava Type Cap x1, Over Shoes x2 pairs. Additionally, supply Hand Sanitizer with a minimum 70% alcohol content in boxes of 12x500ml. Quantities required: 100 boxes of PPE and 200 boxes of hand sanitizer. All items must meet professional-level quality standards. Delivery must include all costs and be to BMA Headquarters. The service provider must be accredited by the South African Health Products Regulatory Authority (SAHPRA) as a manufacturer, importer, exporter, distributor, or wholesaler of medical devices. Attach a valid copy of the SAHPRA license/certificate.

Goods must conform to the standards specified in the bidding documents. Supplier’s premises and records are subject to inspection by the purchaser. Pre-bidding testing costs are the bidder’s responsibility. If goods fail inspection, the supplier bears the cost of testing and must replace non-compliant goods at their own expense. Rejected supplies must be removed and replaced immediately. Purchaser may cancel the contract if goods repeatedly fail to meet standards.

Pricing must be submitted on the official SBD 3.1 form. Only firm prices (inclusive of VAT and all applicable taxes) are accepted. Prices must cover all obligations, including delivery to BMA Headquarters. Offer validity: 120 days from closing date. Submit pricing on the official SBD 3.1 Pricing Schedule. Only firm prices (inclusive of VAT and all applicable taxes) will be accepted. Prices must cover all costs, including delivery to BMA Headquarters. Offer must remain valid for 120 days from the closing date. Payment terms: Fixed price in South African Rands, payment within 30 days of receipt of an approved invoice. Disbursements must not exceed 10% of the total amount paid and require original receipts. Required forms: SBD 1 (Invitation to Quote), SBD 3 (Pricing Schedule), SBD 4 (Bidder’s Disclosure), SBD 6.1 (Preference Points Claim Form).

Tax Compliance: Submit a Tax Compliance Status (TCS) PIN issued by SARS or a printed TCS certificate. If no TCS PIN is available but the bidder is registered on the Central Supplier Database (CSD), provide the CSD number. For consortia/joint ventures/sub-contractors, each party must submit a separate TCS certificate/PIN/CSD number. B-BBEE: Submit a valid B-BBEE Status Level Verification Certificate or a sworn affidavit (for EMEs & QSEs) to qualify for preference points. Foreign Suppliers: If the entity is not a resident of South Africa and has no branch, permanent establishment, source of income, or tax liability in South Africa, registration for a TCS PIN is not required. No bids will be considered from persons in the service of the state or companies with directors/members who are state employees. SAHPRA Accreditation: Must be accredited as a manufacturer, importer, exporter, distributor, or wholesaler of medical devices. Proof of authority to sign (e.g., company resolution) must be submitted.

B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs & QSEs) must be submitted to qualify for preference points. Points are awarded based on ownership by Black, Women, and Youth as follows: Black ownership: 100% = 10 points, ≥51% and <100% = 5 points, >0% and <51% = 2 points, 0% = 0 points. Women ownership: 100% = 7 points, ≥51% and <100% = 5 points, >0% and <51% = 2 points, 0% = 0 points. Youth ownership: 100% = 3 points, ≥51% and <100% = 2 points, >0% and <51% = 1 point, 0% = 0 points. Submit SBD 6.1 form to claim points.

Contract terms include: 12-month warranty from delivery or 18 months from shipment (whichever is earlier) for goods supplied. Supplier must repair or replace defective goods at no cost. Payment within 30 days of invoice submission. Prices are fixed and inclusive of VAT. Contract may be terminated for default, insolvency, or corrupt/fraudulent practices. Penalties apply for late delivery (prime interest rate per day). Force majeure events may relieve the supplier of liability. Disputes will first attempt mediation, then proceed to South African courts if unresolved. Supplier must maintain insurance for goods during transit and storage. Professional Indemnity insurance of R160 million is required upon appointment. Supplier may not assign obligations without written consent. Subcontracts must be notified in writing. Anti-dumping and countervailing duties are the supplier’s responsibility. Contract is governed by South African law and must be in English.

BMA reserves the right to: call for presentations from shortlisted suppliers, accept bids in whole or in part, request further technical/functional information post-closing, verify bidder information, negotiate terms with shortlisted bidders, or withdraw/amend bid conditions. Negotiations may include presentations or site visits. Service providers may not utilize non-South African employees unless vetted and holding a work permit; non-compliance may lead to contract termination. BMA does not support fronting and expects compliance with constitutional principles of transparency, fairness, and legality.

Bidders must ensure compliance with tax obligations. Submit a TCS PIN or CSD number. Foreign suppliers not resident in South Africa with no branch, permanent establishment, income source, or tax liability in South Africa are exempt from TCS PIN registration. No bids will be accepted from state employees or entities with state-employed directors/members. SAHPRA accreditation is mandatory for medical device supply. Proof of authority to sign (e.g., company resolution) must be submitted.
